SPECIAL MEETING MINUTES
AREA No. 3
May 17, 1972
The Council of the City of Richfield met in special session at Centennial
School, 73rd and Bloomington Avenue, on Wednesday, May 17, 1972, at 7:00 p.m, for
a hearing to consider permanent street construction and ornamental street lighting
projects for Area No. 3 (that area lying between 72nd and 74th Streets and between
15th Avenue and Diagonal Boulevard on the west and Cedar Avenue on the east).
Meeting was called to order by Councilman Jacobsen.
Present: Anderson, Jacobsen, Luettinger and Law. Absent - Kenealey,
Wayne Burggraaff, city manager, gave a slide presentation on permanent street
construction and ornamental street lighting, and also provided background infor-
oration on these two projects.
Sam Huston, consulting engineer from OrrmSchelen-Mayeron and Associates, re-
viewed the planning proposed for this area and explained basic information regard-
ing the preliminary engineer's report for this permanent street construction project.

F. W. Roberts, 7200 Bloomington Avenue
Stephen Penney, 7229 - 16th Avenue
The following spoke in favor:
Tom Ornum, 7325 - 18th Avenue - Permanent streets
Loren Baglien, 7338 - 17th Avenue - Permanent streets and one mid-block light
The following spoke in opposition:
Gen Kreidler, 7221 ~- 16th Avenue - Mid block street lighting
Tom Van Ornum,.7325 18th Avenue - Mid-b look s~ reet lighting
Mayor Law again indicated that the council, would 13.ke to bring this hearing to
a close; however, he requested each councilman to respond at this time and to indicate

their feelings about the proposed improvements,
Councilman Luettinger: - Favors permanent streets and mid-block lighting.
He feels we should include conduit under drive-
ways with the permanent street program if lights
are not installed,
Councilman Jacobsen: - Favors permanent street and laying the conduit.
He favors mid-block lighting but has not yet
decided on number of lights,
Councilman Anderson: - Neither for or against project until all hearings
are over. He sees opposition to lights and favors
petitions regarding this project.
Mayor Law: - We have to look at benefits we derive from our
streets.,.street lights are another project to
look at. We have to use judgment on how far we
can go,
