SPECIAL MEETING MINUTES
AREA No. 2
May 16,' 1972
The Council of the City of Richfield met in special session at Centennial
School, 73rd and Bloomington Avenue, on Tuesday, May 16, 1972, at 7:00 p.m., for a
hearing to consider permanent street construction and ornamental street lighting
program for Area No. 2 (that area lying east of 15th Avenue, north of Highway ~~494,
west of Cedar Avenue and south of 74th Street, except that block included in Area 1
which lies between 77th and 78th Streets and between Bloomington Avenue and 15th
Avenue extended).
Meeting was called to order by Mayor Law,
Present: Anderson, Kenealey, Luettinger and Law. Absent - Jacobsen.
(Councilman Kenealey arrived at 8.:00 p.m.)
Wayne Burggraaff, City Manager, gave a slide presentation on permanent street
construction and ornamental street lighting, and provided background information
on these two proposed projects.
Sam Huston, consulting engineer from Orr-Schelen-Mayeron and Associations,
reviewed the planning proposal for this area and explained basic information re-
garding the preliminary engineer's report for the permanent street construction
project.

Mayor Law indicated that the council would like to bring this hearing to a

close and that the council had been previously advised to make their decision
on Thursday, May 18th, which is the last day of the four scheduled meetings; how
ever, he requested each councilman to respond at this time and to indicate their
feelings about the proposed improvements:
Councilman Anderson: Not ready to make a decision tonight because he
still wants to hear from those involved in the
hearings on Wednesday and Thursday nights. He
generally feels that street lighting isn't
needed now but we should consider providing
conduits if the street improvement is made.

Councilman Luettinger: Isn't ready to commit himself on these projects
until all hearings are completed. Generally, he
is in favor of permanent streets because costs
are rising. Regarding the street lights...if
not ordered in, he is in favor of providing conduit
wiring,
Councilman Kenealey: He raised questions about the value of the proposed
improvements in relation to property assessments and
indicated he was not ready to make a decision.
