SPECIAL MEETING MINUTES
AREA No. 1
May 15, 1972
The Council of the City of Richfield met in special session at Centennial
Schoo1,~73rd and Bloomington Avenue, on Monday, May 15, 1972, at 7:00 p.m., for a
hearing to consider permanent street construction and ornamental street lighting
program ..for Area No. 1 (that area lying east of 12th Avenue, south of Diagonal
Boulevard, west of .5th Avenue and north of 77th Street).
Meeting was called to order by Mayor Law.
Present: Anderson, Jacobsen, Kenealey, Luettinger and Law
Absent: None
Wayne Burggraaff, City Manager, gave a s],ide presentation on permanent street
construction and ornamental street lighting,. and provided background information on
these two proposed projects. -
SamHuston - consulting engineer from Orr-Schelen-Mayerson and Associates,
reviewed the planning proposed for this area and explained basic information re-
garding the preliminary engineer's report for the permanent street construction
project.

`The following spoke in opposition:
Mrs. Jerome E. Leeson, 7621 12th Avenue - Permanent streets
Verilyn L. Ness, 7338 14th Avenue - Permanent streets and street lighting
Mayor Law indicated that the council would like to bring this hearing to a

close and that the council had been previously advised to make their decision on
7."hursday, May 18th, which is the last day of the four scheduled meetings; however,
he asked each councilman to respond at this time and to indicate their feelings about
the proposed improvements:
Councilman Kenealey: Still wanted to think more on these issues before
committing his feelings.
Councilman Luettinger; Favors permanent street program and favors installing
conduits under driveways if we don°t do lighting
program.
Councilman Jacobsen: Favors permanent street program and favors mid-block
lights.
Councilman Anderson: Had not made up his mind, either pro or con, on
permanent streets. He did, however, agree on
conduit under driveways for lighting if project is
approved.
Mayor Law: In favor of permanent street program as there is a
need to upgrade the streets, Said he was, generally,
also in favor of ornamental lights.
Meeting adjourned at 10:15 p.m.
