04-11-1972CITY OF RICHFIELD HEARING ON COMPREHENSIVE DEVELOPMENT PLAN (Area No. 5) MINUTES April 11th, 1972 Z'Ine Council of the city of Richfield met in a special session at the~East Junior-High School, on Tuesday, April 11, 1972, at 7:30 p.m., to hear comments on the proposals of the Comprehensive Plan applicable to the-area bounded by 18th and Cedar Avenues, and -62nd and 76th Streets. Mayor Law called the meeting to order. Present: Anderson, Jacobsen, Kenealey, Luettinger and Law. Absent.- none. 1. Introduction. Mayor Law introduced the proceedings with a review of the hearings held to date. Mr. Burggraaff, city manager, presented a historical overview of-the comprehensive planning process for the City of Richfield. 2. Presentation. Robert Worthington, planning-director, described the planning proposal con- tamed in the Comprehensive P.1an for the area under consideration and explained why changes in this area were being recommended by the Planning Commission. He compared the proposals o€ the Comprehensive Plan with the .existing zoning of this .area and stated tHat the plan's proposals are not significantly different from the existing zoning.. 3. General Discussion. Couincilman Kenealey raised several questions which he requested Mr. Worthington to answer. Most questions concerned the proposed golf course area and the shopping center at 71st. and Chicago. Tom Van Ornum, 7325 18th. Avenue, inquired as to what a 01med`ium density-mixed land use" would consist of. Mr. Worthington. answered that the term'tnixed land use" was applied to areas where a variety of uses were being recommended as possible - 2 - April 11, 1972 substitutes for what currently exists in these areas. Mr. Worthington stated that density levels in terms- of units per acre have not been established as yet. However, the Commission had said that some provisions should be made for a range of densities from low to high. Medium density would probably be between 12 and 20 units to the acre. Q. (Name not given) "Ts 18th Avenue being widened?" A. Mr. Worthington; "No, this plan does not propose that 18th Avenue be widened". J.. A. Smith, 7324 18th Avenue, inquired as to whether or-not his property would change in value. Answer:, (Mr. Worthington} "The value of land is determined by its current use. The plan should not-cause property to be devalued." R. E. Harper, 7.115 18th Avenue, also spoke. Lawrence Wozniczka, 6744 Wentworth - Q. "Will zoning change to fit plan?" A. Mr. Worthington; "Yes, but the city will not initiate the rezonings. The majority of the rezoning will be accomplished by private .owners of land. requesting that their property be rezoned in accordance with the proposals of-the plan." Mrs. J. S, Kovach, 7500 17th Avenue, commented on speeding vehicles on streets. Q. "Gfi11 Council adapt a whole plan or a part of it?" A. Mr'. Burggraaff; "The total plan would be adopted by the City Council.". 4. Adjournment.
