REGULAR MEETING
March 13, 1972 -
The Council of the City of Richfield met in regular session in the Council
Chambers of the City Hall, 6700 Portland Avenue, March 13, 1972, at 7:00 p,m.
Father George J. Kovalik, St. Peter°s Catholic Church, gave the invocation.
Present: Anderson, Jacobsen, Kenealey, Luettinger and Law.
Absent; None.
Mayor Law called the meeting to order,
1. Minutes•
Motion by Luettinger, seconded by Anderson, that the minutes of the February 2S,
1972 regular meeting, and the February 29, 1972 minutes of Area No. 3 Hearing on
the Comprehensive Development Plan, be approved as presented.
A11 ayes - Carried.
2. Ordinance-Amendment - Bi11 No. 1972-6. Service Station Canopy Construction.
Bi11 No. 1972-6, "Amendment to Chapter II, Part TV, Section 3.33, Subdivision
6 of the Ordinance Code of the City of Richfield, Minnesota", was read, the same
being on file in the office of the City Clerk. (C-9376).
Motion by Jacobsen, seconded by Kenealey, that this constitute a second reading
of Bi11 No. 1972-6, that it be spread in the ordinance book; that it be published
in the official newspaper and that it be made a part of these minutes,

3. Approval of Plans and Specifications and Authorization to Request Bids on Storm
Sewer Projects.
Motion by Anderson, seconded by Jacobsen, that the following resolution be

Motion by Jacobsen, seconded by Luettinger, that the following resolution be

6. Approval of Agreement with Richfield Swim Club for use of Swimming Pool Facilities.
Motion by Jacobsen, seconded by Luettinger, that the council approve the agree®
meet with the Richfield Swim Club for use of swimming pool facilities during 1972,
and that the mayor and manager be authorized to execute this agreement on behalf of
the city.

7. Resolution Concerning Continued Operation of Metropolitan Aircraft Sound Abate®

Motion by Luettinger, seconded by Jacobsen, that the following resolution be

8. Discussion of the Need for Tax Relief for Senior Citizens,
Motion by Jacobsen, seconded by Luettinger, to direct the administrative staff
to prepare and submit a report to the city council indicating the types of subsidized
senior citizen housing that is available, the federal funds available to finance
senior citizen housing, and the conditions under which these housing facilities can
be made available and-a~survey of senior citizens that fall Taitliin this group thhat
ve n ter own owes.

Motion by Kenealey, seconded by Luettinger, to direct the city manager to advise
the League of Minnesota Municipal Tax Committee that the Richfield city council would
like to have them give consideration to relieve property taxes for those 65 and over
by eliminating the school district°s property taxes for property owners in this age
wh.o are in need of such relief.

criteria developed for substantiating the need for property tax relief for those 65

Lawrence Wozniczka, 6744 Wentworth Avenue, appeared in interest and .cautioned
the council that he saw dangers in becoming a "relief station" for senior citizens,
and suggested that the council proceed with caution,
Sandra Carter, 7008 Oakland Avenue, questioned whether renters should be con-
sidered because they don't pay taxes,

Don Lawrence, 7327 Wentworth Avenue, Past Commander of V.F.W. Post ~~5555, appeared
before the council requesting that the city give consideration to a change in the
municipal code which would result in permitting the V.F.W. Post 5555 to operate as a
bottle club on Sundays.
Motion by Jacobsen, seconded by Luettinger, that an ordinance amendment be prepared
by the city attorney; that it be placed on file in the office of the city clerk; that
it be published in the official newspaper; and that this constitute a first reading
of Bi11 No. 1972-5 " "Amendment to Section 11.03, Subdivisions 3 and 14 of the Ordinance
Code of the City of Richfield, Minnesota".
Po11 of votes: Ayes - Anderson, Jacobsen, Luettinger and Law. Councilman Kenealey
abstained from voting because he is the attorney for V.F.W. Post ~~5555. Carried,
