02-29-1972CITY OF RICHFIELD HEARING ON COMPREHENSIVE DEVELOPMENT PLAN (Area No. 3) MINUTES February 29, 1972 The Council of the City of Richfield met in special session at West Junior High School, 75th Street and Oliver Avenue, at 7:30 p.m., February 29, 1972. Mayor Law called the meeting to order. Present: Anderson, Jacobsen, Kenealey, Luettinger and Law. Absent: None. 1. Introduction. Wayne Burggraaff, City Manager, reviewed the history of the proposed Comprehensive Development Plan for Area No. 3 (bordering Highway ~~494, between Nicollet and Xerxes Avenue). 20 Presentation. Robert Worthington, Planning D~tr®ctor, described the planning proposal contained in the Comprehensive Plan for the area under consideration-and explained why changes in this area are recommended by the glanning Commission. 3o General discussion. Councilman Kenealey raised sev®Yal questions which he requested Mr. Worthington to answer. The majority of the questions concerned the relationship between the proposed Yorktown Project, 1o.ca.ted in Edina, and the long-range transportation and land use plans for the City of R~.chfield. Bob Worthington responded to these questions. Victor Grabowski, 7628 Oliver Avenue, inquired whether or not anyone had made any overtures to acquire land located in the general vicinity of Oliver and Penn Avenue between 76th and 77th Streets. $pb Worthington stated that the Planning Department had been contacted but no formal application had been made to the city which involved this property. - 2 - Feb. 29, 1972 Ken Kvnz,.2920 W. 78th Street, felt that a 300 ft. radius was too small an area to require the signatures of abutting property owners on a zoning change. Dave Snethen, 2909 W. 76th Street, inquired as to whether the portion of 76th Street, that is not a four-lane, would be widened. Mr. Burggraaff answered this question by saying that the City does plan to do this but that it has been deferred in order to coordinate the development to match 76th Street on the Edina side. .T. E. Ertman, 7533 .3rd Avenue So., asked the question..."Why widen 76th Street when it is so close to the Freeway"? Bob Worthington replied...."We aren't planning to widen 76th street". Barney Bernauer, 7620 Thomas Avenue, wanted to know whether a decision has been been made to make the area from 76th and Xerxes to Highway T494 residential only. Bob Worthington stated that the area would remain residential. He also stated that the Planning Commission was already moving to adjust the proposals in the comprehensive plan for the area between 66th Street, 76th Street, Xerxes Avenue, and Washburn Avenue from Mixed Land Use to Residential. He stated that these adjustments were being made in response to the proposals of the Yorktown Project. It is reasonable to assume that the future development of the area between 74th and 76th Street in Edina, as well as the area across the freeway in Bloomington,. will directly affect the area between 76th and 1494 and will remain residential in character. Lawrence Wozniczka, 6744 Wentworth Avenue, inquired as to whether planners had directed their thoughts for realistic plans on combating noise in the Plan. Bud Benson, 7632 Grand Avenue, expressed his views on having 77th Street reverted back to single family residential. Bob Walker, 763$ Blaisdell, asked questions about the plan. G. Wishart., 7645 Aldrich, questioned whether or not he should make an improve - ment to his property. Bob Worthington informed h3.m that the Plan only affects new development. 3 - Feb. 29, 1972 Jim Kesler, 7644 Dupont, asked questions about his particular area. 4a Ad~ovrx~sient.
