The Council of the City of Richfield met in regular session in the Council
Chambers of the City Hall, 6700 Portland Avenue, January 24, 1972, at 7:00 p~,m.
Father Noel M® Payant, Assumption Catholic Church, gave the invocation,
Present: Anderson, Jacobsen, Kenealey, Luettinger and Law.

1. Minutes•
Motion by Luettinger, seconded by Jacobsen, that the minutes of the January 10,
1972 regular meeting of the council be approved as presented.
All ayes - Carried.
2. Ordinance Amendment - 2409 West 66th Street. Requested by Hyre-Flesher Coy.
Bill No. 1972-2, "Amendment to Appendix C, Section 2 of the Ordinance Code of
the City of Richfield, Minnesota" was read, the same being on file in the office of
the City Clerk, (C-9363).
Motion liy Anderson., seconded by Luettinger, that this constitute a second readi~ig
of Bi11 No. 1972-2, that it be spread in the ordinance book; that it be published in

Motion by Kenealey, seconded by Jacobsen, that this constitute a first reading

4o Hearing on Rezoning requested by Shelter Development Corporation-300 310 W. 78th St.
It being 7:15 p.m. Mayor Law called for the hearing on the rezoning from Industrial
District to a Multiple Residential District for property located at 300-310 West 78th
Street.
The following persons appeared and spoke in interest:
Mari Haddox, 2025 W. 77th Street, submitted a resolution from the Richfield Human
Rights Commission (G-9369) endorsing the proposed rezoning.
Bob Walker, 7638 Blaisdell, not convinced of the need and suggested it could be
located in Bloomington and offered other reasons for his opposition.
Kenneth W. Kunz, 2920 W. 78th Street, opposed to this high rise project.
Camillo DeSantis, 6508 Newton, in favor of the proposed rezoning.
Mrs. Gordon McKinnon, 7308 Upton Avenue, spoke in opposition.
Wendell C, Shie11, 6741 Wentworth Avenue, spoke in favor and encouraged the council
to look at the general welfare of the city in making their decision.
Vince L. Bangasser, 7600 5th Ave., spoke in opposition,
Mrs. E. M. Leihy, 7644 Grand Ave., opposed this project.
Thomas Price, 7745 Lyndale Avenue, spoke in opposition to this high rise complex...
more in favor of commercial development.
Herbert W. Nelson, 7620 Grand Avenue, spoke in opposition.
John Meleski, 2920 W. 71st Street, spoke in opposition.
Robert Stroot, representing Shelter Development Division, spoke in rebutal to
several comments made during the evening.
It was decided to continue the hearing to the council meeting of February 14th,
1972, due to the severity of the weather conditions.

Oliver M. Hage, 5844 Elliot Avenue, appeared as the petitioner in requesting the
city to vacate the west 135.4' of the east-west alley located between 62nd and 63rd
Streets, and between 16th and Bloomington Avenues.
Motion by Jacobsen, seconded by Luettinger, to close the hearing.
All ayes -Carried.
Bill No. 1972-4, Transitory Ordinance No. 16.13 - "An Ordinance Providing for the
Vacation of portion of the A11ey in Block 3, Girard Investment Company's Rearrangement
in Girard Parkview" was read, the same being on file in the office of the City Clerk
(C-9369).
Motion by Luettinger, seconded by Kenealey, that this constitute a first reading of
Bill No. 1972-4, and that it be published in the official newspaper.

6. Request for Special Use Peranit submitted by Hope Presbyterian Church, 7115 5th Ave.
Dick Davis, 7115 5th Ave. So,, appeared in behalf of the special use permit requested
by Hope Presbyterian Church to permit the establishment of a temporary home for young
people who are alienated from their parents.
Motion by Luettinger, seconded by Jacobsen, that the special use permit be granted,

Authorization to
~lication for a Mentally and Physical
Handicapped Program at Wood Lake Nature Center.
Motion by Kenealey that the administration study the need for a mentally and
physically handicapped program at the Wood Lake Nature Center, and to determine what
other centers are doing in this regard.
Motion lost for lack of a second.

Motion by Anderson seconded by Luettinger, that the council authorize the
administration to submit an application for such a grant, which provides for HEW funding
for such program.

Lawrence Wozniczka,. 6744 Wentworth Ave., spoke in opposition to this program because
it is not in keeping with the council's request that administration seek additional
funding for the existing operations at Wood Lake.
