HEARING ON COMPREHENSIVE DEVELOPMENT PLAN
(Down Town Area)
MINUTES
January 18, 1972
The Council of the City of Richfield met in special session. in the gymnasium
of St. Peter°s Catholic School,. 6720 Nicollet Ave. So., at 7:30 p.m. on Tuesday,
January 18, 1972.
Councilman Luettinger called the meeting to order.
Present: Anderson, Jacobsen, Kenealey and Luettinger.
Matyor Law arrived at 7:50 p.m.
1. Introduction.
Wayne Burggraaff, City Manager, presented a historical review of the Comprehenm
sine Development Plan for the City of Richfield.
2. Slide Presentation.
Robert Worthingtfln, Planning Director, gave a slide presentation on the down-
town area of the Comprehensive Development Plan and compared the current plan recom-
mended by the Richfield Planning Commission to the plan of the original consultants,
Midwest Planning & Research, Inc.
Mayor Law asked for public testimony.
3. Public Testimony.
Ray Macht, 7316 Grand Ave., spoke in opposition to the plan.
Gordon McKinnon, 7308 Upton Ave., spoke in opposition to the plan and inquired
about the petition against the plan that was submitted previously to the council.
Larry Berntson, 6725 Grand Ave., spoke in opposition to the plan stating that
changes have already occurred in;his neighborhood.
Lorin Gasterland, 6716 Garfield Ave., spoke in opposition to the plan.

Sandra Carter, 7008 Oakland Ave., spoke in opposition to the-plan and asked
if any change was proposed in the plan for existing railroad property, a`h;e answer
to this question was that the plan did not-pr®pose any change for railroad property,
Fra Rile , 6915 Portland Ave,, commented on the current traffic problem of left
turns at the intersection of 66th and Nicollet. He spoke in opposition to the pro
posed traffic ring around the downtown areao
Earl Maffet, 6745 Harriet, spoke in opposition to the plan,
Larry Wozniczka, 6744 Wentworth, spoke in opposition to the plan,
Herb 01son, 6638 1st Avenue, spoke in opposition to the proposed thoroughfare
around the downtown area.
Mrs, Catherine Loftus, 6705 1st Ave., spoke in opposition to making First Avenue
a main thoroughfare.
Larry Messerli,, 6732 Garfield, spoke in opposition to the proposed traffic ring
around the downtown area stating he felt that business favors main traffic thorough
fares going through the business district.
Clifford Phernetton9 6621 0 1st Avenue, spoke in opposition of traffic being
routed around the business district and proposed improving the existing thoroughfares.
Mrs. Jo Culnane, 6737 Harriet Ave., spoke in opposition to the traffic being routed
along 68th Street because of the large number of children crossing to go to and from
St, Peter°s and Holy Angels.
Mrs. Elaine P1oog9 6615 Stevens Ave,, asked for improvements to public transportam
tion in Richfield, especially going to the Hub area.
Maly Jane Gillham, 6345 ~. 1st Ave „ asked the proposed land use for the block on
the west side of 1st Avenue between 64th and 65th Streets on the proposed plan.
Paul Neuville, 6733 Grand Ave., spoke in opposition to enlarging the current
business district.

Sharon Miller, 6712 Pleasant Ave., spoke in opposition to enlarging the down-
town area beyond 67th Street.
Robert Sinclair, 6439 - 1st Ave., opposed to downtown area being extended on
west side of First Ave.
Mayor Law closed the public testimony and announced the next hearing on the
Comprehensive Plan on Area ~~2 will be held on February 15, 1972 at Sheridan Elementary
School, 64th Street and Sheridan Avenue.
The meeting was ad3ourned at 10:10 p.m.
