Rev. Aaron Markuson, Bethany Covenant Church, gave the invocation. Presents Anderson, Jacobsen, I,uettinger, Law and Olson. Absent - none. 1. Minutes° Motion by Law, seconded by Luettinger, that the minutes of the December 13, 1971 council meeting be approved as presented, with the following corrections Item 21, Page 10. Po11 of votese Ayes e Anderson, Jacobsen, Law and 01son. Nayes - Luettinger. Carried. All ayes - Carried. 2. Bids on Com rehensive Business Insurance. Motion by Anderson, seconded by Jacobsen, that the minutes and tabulation of the bid. opening on December 2, 1971, at 11030 a,m., on Comprehensive Business Policy Insurance be approved as presented. A11 ayes - Carried. R. H. Brestrup, Salesman for Marsh & McLennan, Inc., appeared before the council and answered questions in regard to their bid. Motion by Anderson, seconded by Jacobsen, that the council accept the low bid of Marsh & McLennan, Inc., in the amount. of $42,379, as recommended by the city manager in his council letter No. 332. A11 ayes - Carried. 3. A proval of Bus Route. Motion by Law, seconded by Luettinger, that the council approve a bus route which would permit bus service to ®pportunity Workshop, 512 W. 78th Street; new route involving bus service on 78th Street from Nicollet to Lyndale Ave.9 on Lyndale Ave. from 78th Street to 76th Streety and on 76th St. from Lyndale Ave. to Nicollet Ave. All ayes o Carried. m 2 m December 27, 1971 4,...Renewal of Animal Control Contract with Tonka Kennels-for 1972, 1.`he following persons appeared regarding renewal of Animal Control Contract with Tonka Kennelse Charles Adams, 6314 Aldrich. Ave,, requested a delay in renewing this contract until further investigation is made of Tonlca Kennel operations. Ray Macht, 7316 Grand Avenue, opposed to spending tax dollars on this service, Sandra Carter, 7008 Oakland Ave,, feels we should talcs bids, but that city needs this service, Francis Riley, 6915 Portland Ave,, asked questions regarding this service, Motion by Anderson, seconded by Jacobsen, that the contract with Tonka Kennels be renewed for the year 1972, Poll of votese Ayes o Anderson, Jacobsen, Law and Olson, Nayes o Luettinger. Motion failed, Motion by Jacobsen, seconded by Olson, to cut budget $3,000 on Item No. 9, as listed in council letter No. 327...(Reduce city clerk°s clerical services appropri- ation). A11 ayes Carried. Motion by Law, seconded by Luettinger, to cut budget $900 on Item No. 1 - (Eliminate purchase of new calculator for engineering division). A11 ayes - Carried. Motion by Luettinger, seconded by Jacobsen, to cut budget $600 on Item No. 10 - (Eliminate provision for part-time Clerical and Inspector positions in Inspection Division). A11 ayes - Carried. Motion by Law to cut budget on Items 2, 3, and 4, for a total of $5,185, as listed in city manager°s council letter No. 327. Motion failed for lack of a second. Motion by Law, that the 1972 budget be cut to a net total of $12,000.:not including Ttem ~'~5 which provided new playground equipment for one park instead of two in 1972 - in the amount. of $3,000. Motion lost for lack of a second. Motion by Law, seconded by Luettinger, that the reduction in the 1972 General Fund Activity Budget be referred back to the city manager to find further cut backs in re- ducing the 1972 budget document.
