REGULAR MEETING
November 8th, 1971
The Council of the City of Richfield met in regular session in the Council
Chambers of the City Hall, 6700 Portland Avenue, November 8, 1971, at 7:00 p.m.
Rev. Alf Romstad, Woodlake Lutheran Church, gave the invocation.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Olson. Absent: None,
City Manager Wayne Burggraaff was absent due to necessity of being out of
town. on city business. Leo Jo11y, acting manager,-represented the manager.
1. Minutes:
Motion by Anderson, seconded by Jacobsen, that the minutes of the Hearing on
the Comprehensive Development Plan, held at the Richfield Senior High School
Auditorium on October 21, 1971, and the minutes of the regular meeting of the council
on October 26, 1971, be approved as presented.
All ayes - Carried.
2. Certifying Results of City Election - November 2, 1971.
Motion by Anderson, seconded by Jacobsen, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

RESOLUTION DETERMINING RESULTS OF CITY GENERAL ELECTION
Poll of votes: Ayes - Anderson, Jacobsen, Luettinger, Law and Olson. Nayes - none.
Carried. This resolution appears as Resolution No. 4691 in Resolution Book #30.
3. Hearing - Variance for Arby's Restaurant, 6529 Penn Ave. So.
It being 7:15 p.m. Mayor Olson called for the Hearing on the Variance for
Arby's Restaurant, 6529 Penn Ave., to allow Mr. Ray M. Tharp, 3727 Hilltop Road,
applicant, to extend the front portion of the existing Arby°s Beef Sandwich Restaurant
six feet beyond this front yard setback area.

Mr, George Nadler, owner of franchise, spoke for applicant, and Robert Worthington,
city planning director, summarized the planning commission's recommendations.

stipulations contained in city manager's council letter No. 288.

4. Discussion -Need for Teen Center in Richfield.
The following. persons appeared in interest and several spoke regarding the need
for a Teen Center in Richfield:

Motion by Law, seconded by Jacobsen, that the administration be directed to
work with the Youth Commission and the youth at this hearing to bring to the
December 13th regular council meeting recommendations regarding temporary facilities
and a. program for a Teen Center.
All ayes - Carried.
5. Discussion e Civic Forums Proposed by the Human Rights Commission.
Mrs, Genevieve Bolger, 6638 Morgan Ave., Chairman of the Richfield Human Rights
Commission presented a report on the 1971-1972 goals of the Richfield Human Rights
Commission, and introduced the following members of this Commission:

Mrs, Bolger also presented a proposal for a series of "Civic Forums" and how
the goals of such a Forum can be achieved, namely through education and community
human relativx~.programs, and awareness of current problems and decisions in the
community,
Motion by Anderson, seconded by Jacobsen, that.the council approve the concept
of the "Civic Forum", and that it be supported by city sponsorship.

Ray Macht, 7316 Grand Ave,, spoke in behalf of the Richfield Chapter of United
Neighbors, in opposition to the plan.
6,~ Set Date for next Comprehensive Planning Hearing,
Motion by Jacobsen, seconded by Law, that the council set the date of December
14, 1971, at 7:00 p.m., as the next date for another hearing. on the comprehensive
plan t® be held at the Richfield Senior High School, providing the school auditorium
is available on that date.
