10-26-1971CITY OF RICHFIELD REGZ7LAR MEETING October 26th, 1971 The Council of the City of Richfield met in regular session in the Council Chambers of the City Ha11, 6700 Portland Avenue, October 26, 1971, at 7:00 p.m, Rev. James Riley, St, Nicholas Episcopal Church, gave the invocation, The meeting was called to order by Mayor Olson. Present: Anderson, Luettinger, Law and Olson. Absent: Jacobsen. 1. Minutes• Motion by Luettinger, seconded by Anderson, that the minutes of the October 12, 1971 regular meeting, and the October 8th and October 11th, 1971 budget hearing minutes be accepted as presented with the following corrections: That the name of Thomas W. Wanus, D.V.M,, be corrected to read Thomas W. Wanous, on pages 1 and 2 of the October 12th minutes. That the following poll of votes be corrected, as follows, in the minutes of the budget hearings: October 8, 1971 - Page 2, Item "Ice Arena Division" - Po11 of votes: Ayes - Anderson, Jacobsen, Luettinger, Law, and Olson. Nayes - none, October 11, 1971 - Item 3, Page 2. Approval of Fire Department Budget - Po11 of votes: Ayes - Jacobsen, Luettinger, and Law. Nayes - Olson and Anderson, Item 4, Page 3 "Assessor's Division" budget - Mayor Olson returned and took over the meeting at 9:35 p.m. Poll of votes: Ayes - Anderson, Jacobsen, Luettinger, Law and Olson. Nayes - none, Carried. A11 ayes - Carried, 2, Hearing on Renewal of On-Sale Liquor License for Heidelberg Dining Lounge. It being 7:15 p.m. Mayor Olson called for the .Hearing on the renewal of On-Sale Liquor License for the Heidelberg Dining Lounge, 708 West 66th .Street. James Rush, appeared representing the Heidelberg Dining Lounge. Motion by Anderson, seconded by Luettinger, that the hearing be closed, All ayes - Carried. Motion by Law, seconded by Luettinger, that the renewal of the Oia~Sale Liquor License foY the Heidelberg Dining. Lounge be approved, All ayes - Carried. . 2 e October 26, 1971 3~, Hearing~on I35W Urban Corridor Demonstration Project. It being 7:15 p. m, Mayor Olson called for the Hearing on the I35W Urban Corridor Demonstration Project. Ronald Hoffman, Project Director of I35W Urban Corridor Demonstration Project, and Gene Avery, Transportation Planning Director of the Metropolitan Council, pro vided the council with information regarding this project. The following persons also appeared in interest: Gordon McKenna, 7308 Upton Avenue Mrs. Carol Buckman, 6738 Humboldt Ave., representing League of Women Voters Robert Gordon, 6937 Nicollet Avenue Ray Macht, 7316 Grand Ave, So. Tim Olson, 6420 Vincent Avenue Motion by Anderson, seconded by Luettinger, that the hearing be closed, A11 ayes - Carried, Motion by Luettinger, seconded by Anderson, that the Richfield City Council not approve the project at this time because there are too many unknowns and because other alternatives should be considered first, A11 ayes - Carried, 4. Motion by Luettinger, seconded by Law, that the council chambers be made available for community use for Richfield and that the manager propose a suggested policy on its use at the November 22, 1971 cou~.cil meeting. Appointment to the Human Rights Commission, Motion by Luettinger, seconded by Law, that Vicki Root, 7445 17th Avenue So,, be appointed to the Human Rights Commission for a two year term, All ayes - Carried, 7. Establishment of Sewer Service Area Advisory Board, Motion by Law, seconded by Luettinger, that the city manager be appointed to serve on the Sewer Service Area Number 1 Advisory Board. Proclamation in regard to Halloween and Halloween Safety, Motion by Anderson, seconded by Law, that-the City of Richfield establish Sunday, October 31, 1971, from 4:00 p.m, until 8:00 p.m., as Halloween, in conjunction with a proclamation issued by Governor Wendell L.
