MINUTES
HEARING ON COMPREHENSIVE DEVELOPMENT PLAN
October 21, 1971
The Council- of the City of Richfield met in special session in the Richfield
Senior High School Auditorium, 70th Street and Harriet Ave. So., at 7:30 p.m., on
Thursday, October 21, 1971.
Mayor Olson called the meeting to order.
Present: Anderson, Luettinger, Law and Olson.
Absent; Jacobsen.
1. Agenda.
Motion by Luettinger, seconded by Anderson, to approve the agenda as submitted
and attached to these minutes.

2. Introductory Remarks,
Mayor--Olson presented a review on the history of the comprehensive planning
effort for the City of Richfield and stated that this is the first hearing. on the
Comprehensive Development Plan recommended by the Richfield Planning Commission, a
copy of which has been mailed to city residents this past week.
3. Slide Presentation.
A slide presentation entitled "Land Planning, Practice and Promise" was intro-
'duced by Robert Worthington, Planning Director.
Mr. Worthington gave a second slide presentation comparing the plan of the
original consultants, Midwest Planning & Research, Inc,, to the current plan recom-
mended by the Richfield Planning Commission.
4. Public Testimony.
Mrs. Donna Leaon, 7621 - 12th Ave., spoke in opposition to the plan.
Mrs. Lois DeSantis, 6508 Newton, spoke in behalf of the League of Women Voters

in support of the comprehensive plan rec®mmended by the Richfield Planning Com-
mission,
Robert Werner, 7645 Harriet, spoke in opposition to the plan.
Ray Macht, 7316 Grand, spoke in behalf of the Richfield Chapter of United
Neighbors, Chapter 15, in. opposition to the plan.
Martin Quanbeck, 6855 Oakland, spoke in favor of the plan and efforts of the
council and planning comanission.
George Holzer, 6424 Emerson, spoke in. opposition to the plan and in. opposition
to the high-rise apartments and high density development.
Sandra Carter, 7008 Oakland, spoke in opposition to the plan,
R. C. Reddick, 7074 Oak Grove Blvd,, spoke in favor of planning but spoke in
.opposition to the plan under consideration. He asked the councilmen when action. on
the proposed plan would be taken. The Mayor and Councilman Anderson stated that the
decision would be made by the 1972 council. Councilmen Luettinger and Law stated
that they were opposed to the "701 Plan",
Lawrence Wozniczka, 6744 Wentworth, spoke in. opposition to certain aspects of
the plan, particularly the expansion of the traffic capacity of streets in the vicinity
of the central business distracts,
David Aussendorf, 1715 W. 72nd Street, spoke in support ~f the comprehensive
plan and in support of future planning,
Bob Snyder, 7121 Oak Grove Blvd,, spoke in support of the plan.
George Kenealey, 7609 3rd Ave., asked a number of questions concerning the plats;
its funding, its review by the Metrd~politan Council, and its effect.
Wolfgang Aussendorf, 1715 W, 72nd St,, questioned how the increased traffic from
more intensive development in certain areas of the city would be handled by the
city's thoroughfares,
Edwin Doty, 7601 Nicollet, asked ctuestions concerning traffic conditions
along 76th Street and spoke on the matter of traffic control and congestion.

H. M, We11s, 7500 Aldrich, spoke in opposition to the proposed high-rise
apartments in the vicinity of 76th and 77th Streets because of traffic congestion,
Harvey Danielson, 6509 Longfellow, spoke in opposition to high-rise apartments.
Curtis Spencer, 7615 14th Ave., chairman of S.O.R,E. (Save Our Residential
Environment) spoke in opposition to the comprehensive plan under consideration,.
B, A. Benson, 7632 Grand, sues-tinned the relationship between the proposed
projection of the plan and the areas proposed for intensive residential develop-
went.
Bob Deese, 6508 Girard, asked a question concerning deed restrictions on his
residence if it is a multiple-residential district,
Herbert Nelson, 7620 Grand, spoke in opposition to the procedure followed in
connection with the high®rise apartment proposal now pending before the planning
commission,
Robert Selby, 7004 18th, asked for clarification of the proposal in the com-
prehensive plan. in the area between Cedar and 18th and 76th Street and the Diagonal
Boulevard. He also asked for clarification as to whether 76th Street is proposed
to be extended across Highway 36.
John Erickson, 7500 2nd Ave., spoke in opposition to more intensive develop-
meat, indicating that he believes Richfield to be one of the more intensively
developed communities already.
Mrs, Burt Miller, 6712 Pleasant, asked if the area between Nicollet and
Lyndale, between 67th and 68th Streets, changed from the original plan, and what
is the indicated change?
David Decker, 3005 West 70 lI2 St,, asked. why the area along Xerxes was indi-
cated for high density development.
Robert Gordon, 6937 Nicollet Ave,, appeared and requested to donate his time
to Mr, LeFevere,

Wesley Borgeson, 6401 - 5th Ave,, appeared in support of the plan and stated
that he had been. on the Planning Commission and felt honored to participate.
Lee Sveum, 6754 Portland, asked what is the significance of "701" and why is
it so scarry? Why does the plan have to be approved by the Metropolitan Council?
Who serves on this Council?
Ray Scott, 7544 - 13th Ave,, asked what the date of the next hearing will be?
Dorothy Houlding, 7145 13th, asked about the possibility of a referendum on
the proposed comprehensive plan,
Clayton LeFevere, City Attorney, reviewed the state's statutes relating to
comprehensive planning and gave a statement of the procedural history of compre-
hensive planning done by Midwest Planning and Research Inc., and by the planning
commission,
Motion by Anderson, seconded by Law, to set the date for the next heari~riig to
November 17, 1971, at 7x30 p.m., at the Richfield Senior High School, providing the
school auditorium was available on that date.
