10-11-1971 SpecialCITY OF RICHFIELD SPECIAL MEETING BUDGET HEARING October 11, 1971 Pursuant to the hearing of October 8, 1971, the council reconvened to continue the budget hearing. on Monday, October 11, 1971, at 6:00 p.m., in the council chambers of the city hall, 6700 Portland Avenue. 7."he meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Luettinger, Law and Olson. Absent: None. Motion by Jacobsen, seconded by Luettinger, that the City Council of the City of Richfield finds it necessary to conduct business on this 11th day of October, 1971, even though it is a holiday, for the purpose of meeting the statutory deadline of certifying the 1972 General Fund Budget and the amount of revenue required to be raised by ad valorem tax levy to the County Auditor. All ayes - Carried. 1. Park and Recreation Department (continued) Recreation Division (continued). Motion by Jacobsen, seconded by Anderson, to delete $800 from the Youth Com- mission Budget under "Seasonal Employees",, Account No. 1080, for Youth Employment Services. All ayes - Carried. Motion by Law, seconded by Luettinger, that the Recreation Division budget of the Park and Recreation Department be approved, as amended, in the amount of $132,377. A11 ayes - Carried.. Motion by Jacobsen, seconded by Olson, that the Election Budget of the Finance Department be approved in the amount of $22,442. A11 ayes - Carried. Motion by Anderson that $5,000 be deleted from capital outlay item on the pumper, Account 1550, to $30,00.0. Motion lost for lack of a second. Dean Johanson, from the Fire Department, also spoke. Motion by Jacobsen, seconded by Law, that the Fire Department budget be approved. in the at<ount of $490,906. Law. Motion by Jacobsen, seconded by Luettinger, that the Assessor's Division of the Finance Department be approved in the amount of $88,298. None Carried. Motion by Anderson, seconded by Jacobsen, that the Police Department budget be approved in the amount of $803,223. All ayes - Carried. Motion by Anderson,, seconded by Olson, that the amount of $5,000 allowance on Public Safety Director°s salary be deleted from the 1971 revised budget and that this savings be used to help fund the 1972 budget. All ayes - Carried. Civil Defense Budget - Discussion. Motion by Law, seconded by Luettinger, that the Civil Defense budget, in the -4- i amount of $9,202, be approved. All ayes -Carried. George Kenealey, 7609 3rd Avenue, appeared in interest. 1 Inspection Division. _ Motion by Jacobsen, seconded by Anderson, that the Inspection Division budget, of the Public Works Department, be approved in the amount of $64,577. A11 ayes - Carried. Street Division. Motion by Anderson, seconded by Jacobsen, that the Street Division budget, of the Public Works Department, be approved in the amount of $315,526. A11 ayes - Carried. Street Lighting Division. Motion by Anderson, seconded by Jacobsen, that the Street Lighting Division budget of the Public Works Department, be approved in the amount of $56,033.. A11 ayes - Carried,. City Ha11 Division. Motion by Luettinger, seconded by Olson, to delete $3,500 on micro£i1m equips-.~ went from the city hall budget, and allow $1,000 for a lease arrangement on micros filming.. ,A11 ayes - Carried. - 5 - October 11, 1971 Motion by Jacobsen, seconded by Anderson, that the City Hall budget be approved, as amended, for a total of $67,903. All ayes - Carried. ' Library. Motion by Olson, seconded by Law, that the Library budget, of the Public Works Department, be approved in the amount of $16,924. All ayes - Carried. 7. Health Department. Environmental and Nursing Division. Motion by Olson, seconded by Jacobsen, to delete $8,000 on "Seasonal and Part-t3.me Employees" of the Environmental and Nursing Division of the Health Department, and this program to be included in the E.E.A. Grant. A11 ayes - Carried. Motion by Anderson, seconded by Jacobsen, that the Environmental and Nursing Division budget be approved in the amount of $50,299. A11 ayes - Carried. Animal Control Division. Motion by Luettinger to eliminate the Animal Control budget. Motion lost for lack of a second. Motion by Jacobsen, seconded by Anderson, that the Animal Control budget be approved in the amount of $15,400. Po11 of votes: Ayes - Anderson, Jacobsen, Law and Olson. Nayes - Luettinger. Carried. Public Welfare.Division. Motion by Law, seconded by Anderson, that the Public Welfare Division of the llealth Department be approved in the amount of $18,000. General discussion on 1972 Proposed .Budget. Motion by Anderson, seconded by Luettinger, that another $15,000 be removed from the budget with administration to recommend at a regular council meeting how it is to be allocated.
