SPECIAL MEETING
BUDGET HEARING
October 6, 1971
Pursuant to the hearing of October 4,, 1971, the council reconvened to continue
the budget meeting as a special session on Wednesday, October 6, 1971, at 7:00 p.m.
in the council chambers of the city hall, 6700 Portland Avenue.
7,'he meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Olson.
Absent: None.
1. "Young at Heart" - Senior Citizens Group.
Richard A. Mach, 6214 Upton Avenue So., spoke regarding an "Operation Identi-
ficatioin" Program, which he suggested might be implemented through the "Young at
Heart" Senior Citizens Group, and .which program is to prevent theft and burglary by
the identification of valuables. He also submitted a letter (C-9350) explaining
this program.
Motion by Olson, seconded by Luettinger, to receive the request from the "Young
at Heart" Club, approve the concept of "Operation Identification" and to authorize
the city manager to implement the program.
All ayes - Carried.
2. Youth Counseling - Drug Abuse.
Henrietta Nevious, 6615 Lynwood Blvd., spoke on a program. for youth conseling on
drug abuse, The program involved requesting crime commission funding of 75% and City
of Richfield funding of 25%, which would amount to approximately $7,.500 for the city's
contribution.
C. G. DeSantis,. 6508 Newton Avenue, spoke.
Motion by Jacobsen, seconded by Anderson,. that the concept of the ad hock committee
on drug abuse be approved that hearings be held and that funding be provided from the
general fund contingency when amount needed is known.
All ayes - Carried.

Wayne J. Schmidt, 7025 Portland Avenue, inquired about the Emergens:y Employment
Act.
3~o Personnel Budget.
The city manager submitted written reports of attendance at professional meetings
by department heads, and also on organizational membership dues.
Motion by Law, seconded by Luettinger, to adopt a council policy of allowing
department heads to attend only one out-of-state conference of professional organi-
zations, with any other out-of-town travel expenses to be brought to the attention
of the council.

Motion by Luettinger,~seconded by Law, that the department heads be required

to prepare a written report on his attendance to a conference, which report is to be
submitted to the city manager for submission to the city council.
All ayes - Carried.
Discussion continued on the personnel budget regarding youth referral service
program.
Motion by Jacobsen, seconded by Law, to include $3,900 increase under the
"Personnel - Part-Time Budget Account 1020", to provide for an employee to handle
the youth referral service, clerical assistance to `be provided by existing personnel.

Motion by Law, seconded by Anderson, to approve budget for Personnel as amended
in the amount of $32,121, and the Budget and Research Division, as proposed, for
a total of $16,282.00.

4. Legal Division - Budget Discussion.
Gordon McRenna, 7308- Upton Avenue, appeared in interest.
Motion by Jacobsen, seconded by Anderson, to approve the Legal Budget, in
the amount of $39,254.00.
All ayes - Carried.
5. Wood Lake Nature Center.
Motion by Luettinger, seconded by Jacobsen, to direct the administration to
apply to State, County, and Federal Agencies requesting maintenance funding on the
operation of the Wood Lake Nature Interpretive Center.
All ayes - Carried.
Harvey Feldman, Park and Recreation Director, and Donald Fondrick, Wood Lake
Naturalist, presented additional justification for the Nature Center operation.
Motion by Luettinger, seconded by Jacobsen, to use E. E. A. financing for new
park maintenance man position - $8,568.
Poll of votes: Ayes - Jacobsen, Luettinger, Law and Olson. Nayes - Anderson.
Carried.

Motion by Jacobsen, seconded by Olson, to add $2,000 to the maintenance oper-
ation for seasonal employees.

Motion defeated.
Motion by Luettinger, seconded by Jacobsen, to approve $1,597 for the University
of Minnesota Work Study Program, as proposed.
All ayes - Carried.

Naturalist and Aids as proposed, for the Wood Lake Nature Center.
All ayes - Carried.

proposed budget, with the provision that the new maintenance man position be funded
by federal funds.

6. Accounting Division - Budget Discussion.
Motion by Anderson, seconded by Jacobsen, that the Accounting Division budget,
in the amount of $95,274, be approved.
A11 ayes - Carried.
7. City Clerk Division - Budget Discussion.
Motion by Jacobsen, seconded by Luettinger, that the City Clerk Division of the
budget, be approved in the amount of $39,507.
A11 ayes - Carried.
8. Authorization to Ca11 for Bids.
Motion by Jacobsen, seconded by Luettinger, to authorize the call for bids on
October 18, 1971, for exterior lighting at the Richfield Ice Arena.
All ayes - Carried.
9. Continuation.
Motion by Anderson, seconded by Luettinger, that the next budget hearing be
