SPECIAL MEETING
BUDGET HEARING
October 4, 1971
Pursuant to the hearing of September 21, 1971, the council reconvened to continue
the budget meeting as a special session on Monday, October 4, 1971, at 7:00 p.m., in
the council chambers of the city hall, 6700 Portland Avenueo
The meeting was called to-order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Olson.
Absent: None.
1. Youth Employment Referral Service.
Leo Poehling, 7445 14th Avenue, Chairman of the Youth Commission, presented a
request to have a budget allowance in 1972 for a. Youth Employment Referral Service.

Motion by Law, seconded by Luettinger, to approve the concept of a Youth Referral
Service as a part of the Personnel Department in 1972 and to defer a decision on the
$4,600 appropriation recommended by the city manager to fund the services until after
further review of the budget.

Motion by Anderson to amend the motion to include a service charge as may be
recommended by the Youth Commission. Motion lost for laci'.C of a secondo
20 Planning Department.
A discussion was held regarding the Planning Department budget and the manager
presented his budget proposal in regard to the operation of this department.
A letter was received from Connie Hoverson, of the Richfield League of Women

Voters, (C-9349, regarding their position. on maintaining a full time planner for
the City of Richfield.
Robert Worthington, Planning Director, presented further justification of items
in his department°s budget.

Motion by Anderson, seconded by Jacobsen, to adopt the Planning Departaaent`s budget
as proposed by the City Manager.
All ayes - Carried.
3. Discussion - Mayor-Council Budget.
Motion by Luettinger, seconded by Olson, to include in the 1972 budget one trip
for a councilanan to the National League of Cities Conferences and. one trip for the
Mayor to the Uo So Conference of Mayors,. and to adjust Account No0 1210 on Travel-
Conference-Schools by a deduction of $610,. amended total,. $2,0000
All ayes - Carriedo
