September 13, 1971
The Council. of the City of Richfield met in regular session in the council
chambers. of the City Ha11, 6700 Portland Avenue, September 13, 1971, at 7:00 p.m.
Mayor Olson asked all present to participate in saying the Lord's Prayer.
Present: Anderson, Jacobsen, Luettinger, Law and Olson.
Absent - none.
1. Minutes.
Motion by Jacobsen,. seconded by Law, that the minutes of the August 23, 1971
regular meeting be accepted as presented.

2. Ordinance Amendment -Enlarging Human Rights Commission Membership.
Bill No. 1971-14 - "Amendment to Section 12.23, Subdivision 4, of the Ordinance

Code of the City of Richfield, Minnesota" was read by the-city attorney, the same
being on file in the office of the city clerk. (09337).
Motion by Luettinger, seconded by Jacobsen, that this constitute a second
reading of Bi11 No. 1971-14, that it be spread in the ordinance book; that it be
published in the official newspaper and that it be made a part of these minutes.

3, Ordinance Amendment - Rezoning Property at 2409 W. 66th Street.
Bi11 No. 1971 -13 - "Amendment to Appendix C, Section 2, of the Ordinance Code

on file in the office of the City Clerk. (C-9338).
Motion by Luettinger, seconded by Anderson, that this constitute a second
reading of Bill No. 1971-13, that it be spread in the ordinance book; that it be
published in the official newspaper and that it be made a part of these minutes.

Gary McDowell, attorney for applicant, submitted an agreement from Hyre,
Flesher and Company, that incorporated the resident's request for features to be
included in the remodeling. of the property at 2409 W. 66th Street. (C-9339).
A letter was also received from the Planning Commission (09340) regarding
the stipulations to be included in this agreement which would guide the development
of this.property.and which stipulations are also included in city manager°s council
letter No..235.
Charles Wagner, 6613 Russell Avenue So., also appeared in interest.
Motion by Luettinger, seconded by Anderson, to initiate rezoning back to
Multiple Residence at the first council meeting upon completion of a ninety day period
from the date of issuance of a building permit or effective date of the C-1 ordinance
amendment, whichever is earlier.

4. Ordinance Amendment to Section 11.02 - Sale of Non-intoxicating Malt Liquor.
Bi11 No. 1971-16 - "Amendment to Section 11.02, Subdivision 8, Paragraph (4),
of the Ordinance Code of the City of Richfield, Minnesota", was read by the city
attorney, the same being on file in the office of the city clerk. (C-9341).
Motion by Jacobsen, seconded by Anderson, that this constitute a first reading
of Bill No. 1971-16, and that it be published in the official newspaper..

It being 7:15 p.m. Mayor Olson called for the hearing on the zoning variation for

It being 7:15 p.m. Mayor Olson called for the hearing on the zoning variance
requested by Lloyd M. Hall, 7215 Oakland Avenue, for location at 735 West 65th Street
(Lot E of above R.L.S.).
