Father Francis Brentine, Church of the Assumption, gave the invocation. 7."lie meeting was called to order by Mayor Olson. Present: Jacobsen, Luettinger, Law and Olson. Absent: Anderson (out of state). 1. Minutes• Motion by Jacobsen,. seconded by Law, that the minutes of the July 12, 1971 regular meeting be accepted as presented with the following correction: Page 3, " Item 7, should be changed to read...."that resolution relating to release of bond on~off-street parking.:for Edina Remodelers, Inc., 6021 Lyndale Avenue So. Location: 641.6 Oliver Avenue So., for one 14 unit apartment building, be deferred until the dead trees are replaced". " A11 ayes -Carried. Motion by Jacobsen, seconded by Law, that the July 15, 1971 minutes of the Board of Equalization be accepted as presented. A11 ayes -Carried. 2. Hearings on Rezoning of Properties. It being 7:15 P. M. Mayor Olson called-for the hearings on the rezonin~.of -pro- . perties at 6945 Penn Avenue So. from Residential "R" to Multiple Residential "MR", and at 2409 West 66th Street from Multiple Residential to Neighborhood Business zoning. Raymond Macht, 7316 Grand Avenue So., appeared in interest. Motion by Law, seconded by Luettinger, that the hearings on ahese two rezoning requests be deferred until the August 9th council meeting in order to allow the Planning Commission the opportunity to continue their consideration of this matter LJ - 2 - at their next meeting on July 27th. A11 ayes - Carried. 3. Ordinance Amendment - To increase the Off-Sale Beer License Fee. July 26, 1971 Bi11 No. 1971-12, "Amendment to Section 11.02, Subdivision 6, of the Ordinance Code of the City of Richfield, Minnesota," was read by the city attorney, the same being on file in the office of the city clerk (C-9334). Motion by Jacobsen, seconded by Luettinger, that this constitute a first reading of 'Bill No. 1971 -72, and that it be published in the official newspaper, Po11 of votes: Ayes - Jacobsen, Luettinger, Law and Olson. Nayes - none. Absent - Anderson. Carried, 4. Ordinance Amendment - Planning Commissiop.. Bi11 No. 19:71-11, "Amendment to Section 3.68 of the Ordinance Code of the City 1 of Richfield, Minnesota" was read by the city attorney, the same being on file in the office of the~city clerk. (C-9335). Raymond Macht, 7316 Grand Avenue, and Carl Cornell, 6835 11th Ave., appeared in interest, Motion by Luettinger, seconded by Jacobsen, that this constitute a first reading of Bi11 No. 1971-11, and that it be published in the official newspaper. Kerby, 7300 Knox Ave. Gordon McKenna, 7308 Upton Ave. Earl Maffett, 6745 Harriet Ave. Don Brauer, Architect from Brai-.er and Associates Donald Houlding, 7145 13th Avenue Corwin Falink, 7244 Knox Ave. Motion by Law, seconded by Olson, that an investigation be conducted by the - 3 - July 26, 1971 Richfield Safety Committee in conjunction with the city administration on the safety of the floating boardwalk at the Nature Center. All ayes - Carried. Motion by Olson, seconded by Jacobsen, to refer to 1972 budget hearings the request that supervisory personnel be stationed at the Nature Center for the purpose of prohibiting young children under age 8 from entering unless accompanied by an older person. A11 ayes- Carried. Motion by Law, .seconded by Olson, to instruct the administration to investi- gate the possibility of utilizing volunteer help to provide additional supervision at the Center. - All ayes - Carried. 6. Proposed Traffic Installation - 66th Street and Sheridan Avenue and 66th Street and Wood Lake School. Motion by Jacobsen, seconded by Law, that -the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION No. 4596 RESOLUTION AUTHORIZING AGREEMENT WITH HENNEPIN COUNTY FOR PARTICIPATION IN THE G6NSTRUCTION OF TRAFFIC CONTROL SIGNALS WITH STREET LIGHTS -WEST 66TH STREET AND SHERIDAN AVENUE SOUTH AND WEST 66TH STREET APPROXIMATELY 100' WEST OF LYNWOOD BOULEVARD ADJACENT TO WOODLAKE SCHOOL. ~` (C~.erk's File No. C-9336 Poll of votes: Ayes = Jacobsen, Luettinger, Law and Olson. Motion by Jacobsen, seconded by Luettinger, that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: - 4 - July 26, 1971 RESOLUTION No. 4597 RESOLUTION AUTHORIZING ACQUISITION OF LAND LOCATED AT 6345 PORTLAND AVENUE FOR PARK PURPOSES. Poll of votes: Ayes - Jacobsen,. Luettinger, Law and Olson. Nayes - none. Absent - Anderson. Carried. This resolution appears as Resolution No. 4597 in Resolution Book ~~29. Earl Maffett, 6745 Harriet Avenue, and Dick Ze3.mer, 6404 Vincent Ave., appeared in interest. 8. Implementation of Taft Park Improvement Program. The city attorney reviewed the lease agreement with MAC for Taft Park property, The following appeared in interest: Carl Cornell, 6835 11th Avenue Lawrence Wozniczka, 6744 Wentworth Ave. Raymond Macht, 7316 Grand Ave. So. L. Sveum, 6754 Portland Ave. Motion by Luettinger, seconded by Jacobsen, -that a letter be obtained from the Metropolitan Airports Commission clarifying the section of the lease relating to the use of facilities located on the leased property by the general public. A11 ayes - Carried. Motion by Jacobsen, seconded by Luettinger, that the city council approve the MAC lease agreement. (C-9337). A11 ayes - Carr3;ed. Don Brauer,. of Brauer and Associates, Inc., appeared regarding a proposed con- tract for planning and design services for Taft Park improvements. Motion by Jacobsen, seconded by Luettinger to hold a public hearing. on August 23rd to discuss the proposed development at Taft Park. ' A11 ayes - Carried. Motion by Jacobsen, seconded by Luettinger, to defer to the August 23rd meeting an ordina~:.ce appropriating funds for land acquisition and construction of Taft Park, A11 ayes - Carried. d 5 - 9. July 26, 1971 Motion by Jacobsen, seconded by Law, that the council approve the purchase of 316 lineal feet of corregated galvanized culvert, in the amount of $1,682, to be used as wash water removal pipingo All ayes o Carried. 10, Youth Employment Pro ect. The council agreed to discuss an item that was not on the agenda. Kenneth Hruska, Director of Youth Employment Project, appeared before the council requesting a food license to sell produce at the parking lot at St. Richard°s Church. ~.'~ie city attorney ruled that a license could not be granted at this location because it was located in a residential area. Motion by Jacobsen, seconded by Luettinger, that the council grant approval of a license. to the Youth Employment Center to sell produce with the condition that the license application meets administrative review and the produce is sold on an approved commercial site. Explanatory ip.formation to be distributed with the proposed Comprehensive Plan ~• Motion by Jacobsen, seconded by Luettinger, that the proposed explanatory infor- oration be referred to the Planning Commission for their review and then returned to the council thirty days from the next Planning Commission meeting. All ayes - Carried. 12. Purchase in Excess of $1,000. Motion by Jacobsen, seconded by Luettinger, that~the Council approve the ex~ penditure of $1,660 for exterior painting at the library building.
