BOARD OF EQUALIZATION
July 15, 1971
The Board of Equalization of the City of Richfield met in the council chambers
of the City Hall, 6700 Portland Avenue, on Thursday, July 15, 1971, at 7:00 P.M.
Present: Councilmen Anderson (arrived at 7:15 P.M.), Jacobsen, Luettinger,
Law, and Mayor Olson, as well as resident members 0. J. Janski,
6500 2nd Avenue, and Donald Sundt, 7417 Emerson Avenue So.
Also present: Wayne S. Burggraaff, city manager; Thomas J. Moran,'cit~r clerk;
Vernon L. Anderson, city assessor; and Robert W. Martin,
assistant county assessor, representing Wayne .Johnson, county
assessor.
Mr. Martin gave a short talk in regard to the assessing-methods used in valuing
homes. on the current market and the statutory limitations on what assessments could
be revised in 1971.
John R. Ziemer, 6404 Vincent Avenue So., wished to understand unequal distribution
of assessments. He was not claiming to have been assessed above
the market value but thought his valuation change was not similar
to-other properties in his area. No changes were made by the board.
Revaluation of this property was made in 1970.
Mrs,. John Ziemer also appeared. City assessor was requested to-check the Ziemer
allegations in regard to neighboring properties,
Schmelz Brothers, Inc., 2100 W. 78th Street, represented by attorney .Sam Finkelstein.
Expressed surprise by taxes being increased from $18,000 to $30,000,
and asked that .extreme care be taken regarding commercial valuations.
No action taken. The assessor noted that substantial 3snprovements
had been made on the property.
James R. Sibley,. 6338 Vincent Avenue So., registered a complaint that his taxes for
1971 were increased 447.. No action taken by local board, The assessor
noted that the property owner had constructed a meaningful addition
to his home which was deflected in the increase in value.
Lawrence R. Wozniczka, 6744 Wentworth Avenue, wanted to know if an adjustment could
be made in 1971 if errors were discovered in the 1970 valuations.
Motion by Jacobsen, seconded by Law, that the meeting be adjourned.
