SPECIAL SESSION
June 17, 1971
The Council of the City of Richfield met in special session in the council
chambers of the City Ha11, 6700 Portland Avenue, June 17, 1971, to review Capital
Improvement projects.
Present: Anderson, Jacobsen, Luettinger, Law and Olson - City Council
Wayne S. Burggraaff, City Manager
Thomas J. Moran, Finance Director
Harvey Feldman, Park & Recreation Director
Robert Bowman, 7601 4th Avenue, appeared and spoke in behalf of Roosevelt Park
development.
Motion by Law, seconded by Olson, to put the Roosevelt Park improvement as the
second park priority,
All ayes - Carried.
Mayor Olson stressed that this action made the Roosevelt Park development the
third improvement in total capital improvements, The first priority was the improve=
went of Taft Park; the second priority was a municipal golf course, and the third
priority the improvement of Roosevelt Park,
Motion by Jacobsen, seconded by Anderson to authorize the city manager to negoti~
ate a preliminary agreement with Brauer and Associates for final plans and specifi~
cations on the development of Taft Park,
A11 ayes - Carried,
There was a general discussion on financing park improvements by a pay-as=you~go
basis as opposed to a general obligation bond issue.
Donald Houlding, 7145 13th Avenue, spoke in favor of a separate vote on each
project,
Motion by Jacobsen that the council approve, in concept, the proposed five year
budget as amended by the council at this meeting,
Motion lost for lack of a second.
Motion by Anderson, seconded by Olson, that the development of Monroe Park be the

city's third park priority, with the remainder of the proposed park development to
remain the same.
All ayes - Carried,
The effect of the actions taken are to assign Taft Park development to 1972

and 1973; Roosevelt Park development to 1974; Monroe Park development to 1975 and
Christian Park development to 1976 with all of this development to be financed by
pay-as-you-go liquor store profits unless citizens indicate a desire to proceed at
a faster pace through bond issue financing, Golf course development is scheduled
to start in 1972 with financing to be provided by a bond issue. Estimated costs
for all projects are shown in the 1971-1976 Capital Improvements Program,
