SPECIAL SESSION'
March 1, 1971
The Council of the City of Richfield met in special session in the council
chambers of the City Ha11, 6700 Portland Avenue, March 1, 1971, at 7:00 p.m.
regarding capital improvements for 1971 and the proposed six~year capital improvem
went program.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Olson.
Absent: .None,
1. Park Improvements:
Mr. Don Brauer, from Brauer and Associates, reviewed the park study plan and
presented his recommendations on that study.
Harvey Feldman reviewed the proposed seven park development plan.
The following persons appeared and asked questions regarding Monroe Field:
John H, Kemper, 6708 Irving Avenue
E. T, Stensby, 6614 Irving Avenue
Ed Berg, 6744 Irving Avenue
Lee Sveum, 6754 Portland Avenue regarding Memorial Park.
There appeared to be general consensus in the following areas:

2. That those who appeared rp.ised the question of whether a second ball
field wars necessary and opposed activities which would increase the
noise coming from the area.
The plans were generally well received by the council, but action was deferred
to enable the city manager to develop comparative information on total costs of
bond issue financing vs, paymas-y~u~go financingg provide more information on land
proposed to be acquired-for Taft Park and to discuss with the MA.C the leasing of
land adjacent to Taft Park. The council also asked the city manager-and councilmen
Luettinger and Law to meet with the school superintendent and two school board
members to discuss joint development of Donaldson field and west junior high school

property and any other parts of the proposed pr®gram that might affect the
schools,
2, Storm Sewers°
Mr. Leo J, Jo11y, t'ublic Works T~irector, reviewed the plans for st®rtn sewers
t® be c®nstructed in 1972,
Motion by Jacobsen, seconded by Luettinger, to have the hearings for the
1972 proposed storm sewers during 1971,

3, Permanent Street s

tion of a map of the city whereby the various areas are broken up into districts
showing the approacimate mileage involved in each district,
Motion. by Jacobsen, seconded by Luettinger, to approve the permanent street
districts as presented by the city manager,

Motion by Jacobsen, seconded by Luettinger, that it would be the council's
policy that when street improvement is initiated by petition of property owners,
that 51% of the benefited property owners is needed to hold a public hearing on
the petitioned improvement,

Motion by Law, seconded by Jacobsen, that the administration be instructed
t® prepare a plan of priorities by area based upon need for a five year program
on permanent street improvements by council initiation°

Motion by Luettinger, seconded by Law, to direct the administration to
investigate the possibility of utilizing state aid street funds for permanent
street improvement on 12th Avenue from 66th to 78th Street, with a 36' width.

Motion by Law, seconded by Jacobsen, to set Monday, April 5, 1971, at
7:00 p.m., as the next special council meeting for additional hearings on the
capital improvement program.
A11 ayes - Carried.
Motion by Anderson, seconded by Jacobsen, to adjourn the meeting.
