czTy OF RICHFIELD REGUZ,AR MEETING January 11, 1971 The Council of the City of Richfield met in regular session in the council chambers. of the City Hall, 5700 Portland Avenue, Monday, January 11, 1971, at 7:00 p.m. Rev. Wendell Shie11, Oak Grove Lutheran Church, gave the invocation. The meeting was called to order by Mayor Olson. Presents Anderson, Jacobsen, Luettinger, Law and Olson. Absent - None. 1, Minutes. Motion by Anderson, seconded by Luettinger, that the minutes of the budget hearing of December 21, 1970, be approved as presented. All ayes - Carried. Motion by Anderson, seconded by Luettinger, that the minutes of the regular meeting of December 28, 1970, be approved with the following corrections: Item 11, Page 4, Stipulation No. 4, should be changed to read..,"fence to be extended across the entire north side of property".. Item 12, Page 6. The following wording should be added to the first paragraph..."and Councilman Luettinger was in favor of a cost of living increase only", A11 ayes v Carried. 2. Progress Report -Wood Lake Interpretive Center. Harvey Feldman, Park and Recreation Directors reported. on construction status at Wood Lake, and Donald Fondrick, Naturalist, presented ~. slide report on the status of the Wood Lake Nature Center and the winter program;being planned. 6, Joint Transportation Study. Motion by Luettinger, seconded by Jacobsen, that the city council approve participation in the joint transportation study involving the Village of Edina, the City of Bloomington, the City of Richfield, the Metropolitan Council, Hennepin Co., the State Highway Department, and the Metropolitan Transit Commission, and authorize the execution of the agreement with the provision that the agreement be changed to indicate that the City of Richfield's share would be $59000. They also indicated that they wanted to be kept informed on the progress made by the consultants and that they wanted the consultants to be aware of the traffic impact implications in East Richfield even though Lyndale Avea was the established study pattern..
