Ordinance Amendment to Chapter VI - Addition of Section 6.22 - Regulating Rental of Utility Trailers and Trucks ._ Bill No. 1970-32 entitled: "AMENDMENT TO CHAPTER VI OF THE ORDINANCE CODE OF THE CITY OF RICHFTELD" was read by the city attorney, the same being on file in the office of the city clerk. Mr. Donald Plowman, representing U-Haul Company, spoke regarding this ordinance amendment, Motion by Luettinger, seconded by Olson, that Subdivision 5 of Amendment to Chapter VT, Section-5.22, be changed to provide for the granting of licenses by the city council instead of the city manager, and that the last sentence of this paragraph be deleted. Poll of votes: Ayes - Luettinger, Law, and Olson. Nayes - Anderson and Jacobsen. Absent - none. Carried, Motion by Luettinger, seconded by Jacobsen, that the city attorney revise the wording of . Section 6.22, Subd. 5, to include the size of trucks and to include a violation for locating more or larger vehicles on the licensed premises than the number-of-and/-or-maximum-size- specif-ied- onthe -license. All ayes - Carried. Mrs Robert Carney, President, Lindley, Inc,, 7709 Pillsbury Ave, Soo, applicant; and Erick Benson,. owner of Material Services, Inc., buyer of proposed 25 fts land division, appeared in behalf of this land division request. Motion by Jacobsen, seconded by Luettinger, that this hearing be closed. All ayes - Carrieds Motion by Luettinger, seconded by Jacobsen, that this land division be granted with the stipulations that outside storage be cleaned up and that fencing be installed. Po11 of votes: Ayes -Jacobsen, Luettinger, Law, and Olson. Nayes - Anderson, Absent - none. Carried. 7o Bids - Replacement of Incinerator at Cedar Ave. Liquor Store. Girl Scout Troop Nos 1010, represented by Debbie Stormoen, together with leaders Mrs. Benson and Mrs. Cook, appeared in interest of the paper disposal problem at the two liquor stores. Debbie Stormoen expressed the girls' interest in promoting the recycling of waste papers Others appearing in interest included: Mrs. Lee, from Edina Mrs. Colette Peterson, League of Women Voters Lawrence Wozniczka, 6744 Wentworth Avenue Motion by Jacobsen, seconded by Luettinger, to deny authorization to request bids for a replacement incinerator at the Cedar Aves Liquor Stored and to direct the city manager. to provide for daily pick-up of paper waste in 1971 by private hauler for both liquor stores; and to review the necessity for replacement of incinerator at the Cedar Avenue Liquor Store after one year. A11 ayes - Carrieds 8. Off-Street Parking Contract - Sumsiit State Bank - 12 West 65th Ste Mr. P. L. McKisson, 6428 Wentworth, and Mr. Earl Struber, 6428 Blaisdell Aves, appeared in opposition to exit on Blaisdell Avenue from drive-in bank windows of Summit State Bank, 12 West 65th Street. - 4 - December 14, 1970 Motion by Luettinger, seconded by parking contract for Summit State Bank Jacobsen, that the be deferred to the layout and off-street regular council meeting of December 28, 1970 to give the bank representatives an opportunity to meet with the neighbors to resolve any difficu lties that may exist. A11 ayes - Carried. 9. Street Light - Oak Grove Blvd. Mr. Brad Johnson, 7224 Oak Grove Blvdo, and Mr. R. C. Soens, 7233 Oak Grove Blvd,, appeared insopposition to request to consider mid-block lighting on Oak Grove Blvd. approximately half way between Bryant Avenue and Dupont Avenue, Motion by Luettinger, seconded by Olson to deny the request for street lighting at this location. Motion by Luettinger, seconded by Jacobsen, to have a staff study made on develop4 ment of amid-block lighting policy including programming and financing, A1.1 ayes - Carried. 10. Ca11 for Bids - Chemicals for Water Treatment Plant - Excavate and Dispose of Lime Sludge for Water Treatment Plant. Motion by Law, seconded by Jacobsen, that the council authorize the call for bids on January 5, 1971, for (a) Chemicals for Water Treatment Plant, (b) Excavation and Disposal of Lime Sludge -Water Treatment Plant. A11 ayes - Carried. City Ha11 Completion and 11. Award of Bids -/Off ice .Remodeling and Authorization to Purchase Furniture. Motion by Jacobsen, seconded by Law, that the council approve change orders on Proposals A and B, with a total deduct of $1,147 on the E1 View Construction Company contract, to bripg the net bids to $52,742. All ayes - Carried. R. Wozniczka, 6744 Wentworth Avenue, also appeared in interest, Motion by Olson, seconded by Jacobsen, to approve replacing furniture judged to be in poor and very poor condition at an estimated cost of $6,999. Bogen, attorney, 5930 Portland Avenue, appeared before the council and requested a change in Section 11.02 of the municipal code regulating the sale and dispensation of non-intoxicating malt liquors. Donald Houlding, 7145 13th Avenue, appeared in interest and suggested .a bonding requirement in lieu of manager residency. Motion by Anderson, seconded by Jacobsen, that the council request a staff study and to bring to the December 28th city council meeting a revision to the ordinance regarding the residency requirement on 3.2 beer licenses. Proposed Additions to the League of Minnesota Municipalities Legislative Policy. Proposal 1. Recommending. legislation which would place the full faith and credit of the state behind the general obligation bond issues of all local government units. Motion by Luettinger, seconded by Jacobsen, that the council oppose this legis- lative issue. All ayes - Carried. Proposal 2. Recommending legislation which would authorize municipalities to establish 1"invited lines of credit with banks whereby local units could directly borrow amounts for a period. of up to three years without voter approval, except where the amount exceeds 1% of the assessed valuation of municipality, in which case a referendum would be required upon filing of a requisite petition. Motion by Jacobsen, seconded by Luettinger, that the council go on record favor- ing this legislation. All ayes - Carried. 15. Designation o.f Independent Auditor for 1970 Auditing Services. Motion by Anderson, seconded by Jacobsen, that the firm of Drotzman and Olson Company be named as auditors to examine the accounts and records of the City of Richfield for the year ending December 31, 1970, and that the administration be authorized to sign the agreement for auditing services for 1970.
