Kovalik, St, Peter's Catholic Church, gave the invocat-ion, The meeting-was called to order by Mayor 01son. Present: Anderson, Jacobsen, Luettinger, Law, and 01son. Absent: None. 1. Minutes. Motion by Jacobsen, seconded by-Law, that the minutes of the regular meeting of October~27, 1970 be approved as read. A11 ayes - Carried, Mayor 01son~welcomed Girl Scout Troop 1556, who were in attendance at this meeting. 2. Reports, Motion by Luettinger, seconded by Jacobsen, that the Relief report for October 1970.be accepted and filed. C-8281, A11 ayes:- Carried, 3. Ordinance Amendment Providing for-the Lieensing.of.Pigeon Lofts m Bi11 1970-30. Bi11 No. 1970-30~entitled: "AMENDMENT TO SECTION 10.05 OF THE ORDINANCE~CODE OF THE~CTTY-OF RICHFIELD, MINNESOTA", was read by the city attorney, the~same-being on .file in the-office~of the~city clerk. Mr. Vincent Murphy, 7201 Russell Avenue, appeared in interest, Motion by Jacobsen, seconded by Anderson, that, t'h~constitute the first reading pf Bi11 No. 1970m30, and that second reading and public hearing.be held November 23, 1970. All ayes -.Carried. 2 November 9, 1970 4. Hearing -Special Use Permit - 6500 Pillsbury Avenue So. It being 7:15 p.m, Mayor Olson called for the hearing on a request for a Special Use Permit and Off-Street Parking Contract for Goodyear Service Center, 6500 Pillsbury Avenue. Donald Smith, attorney for United National Corporation, presented the request for Special Use Permit and.Off-Street Parking at 6500 Pillsbury Avenue, Ronald Blake, represe~ating the United National Corporation,-submitted a letter from Mr. George Levine, of Penny°s Super Markets, endorsing this proposed project, (C-8283). Mr, Jack Langer, owner of Korner Plaza, spoke in favor of this project with the provision that there be no further encroachment of areas designated for parking at the Hub. Mr. Donald Iioulding, 7145 13th Avenue, appeared in interest, Motion by Luettinger, seconded by Anderson, that the hearing be closed, All ayes - Carried, Motion by Jacobsen that the special use permit be approved for a Goodyear.Ser- vice Center at 6500 Pillsbury Avenue, with the stipulations that the west side-area be upgraded, blacktopped, and barrier curb installed. Motion lost for lack of a second. Motion .by~Luettinger to deny the application for the Special Use Permit at 6500 Pillsbury-Avenue for the following reasons: (1) the building would be encroach- ing:on land area originally allocated for Hub Shopping Center off-street parking purposes; (2) the proposed location of the building would effectively isolate and make inaccessable the remaining parking area, west of the building for Hub shoppers; and (3) the proposed building setback is not in conformance with the established setback in this block which would result in an undesirable appearance and could create internal traffic circulation problems in-the parking lots. Carl McBride, 7236 Oak Grove Blvd., representing the applicant, William G, ~; Kirchner, 6830 Newton Avenue So,., submitted the request to separate the-North 17.5' of 6844 Newton Avenue and add to 6838 Newton Avenue, making:one 50° lot~and one 83,5' lot respectively.
