REGULAR MEETING
October 2.7, 1970
The Council of the City of Richfield met in regular session in the council
chambers of the-City Hall, 6T00 Portland Avenue, Tuesday, October 27, 1970, at
7;00 p.m.
Pastor Dick Johnsen, Baptist Chureh~of Our Saviour, gave the invocation.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Dlson.
Absent: None.
1. Minutes.
Motion by Luettinger, seconded by Jacobsen, that the minutes of the budget

hearing of October 9, 1970 be approved, and that the minutes of the regular meeting
of October 13, 1970 be approved with the following correction:
Page 3, Item 7. The following wording should be added to the-end of the last
paragraph..."Motion by Luettinger, seconded by Jacobsen, to defer this item until
a Special Use Permit application has been received. All ayes - Carried."
All ayes - Carried.
2. Reports.
Motion by Jacobsen, seconded by Law, that the Nursing. Report for July-1970 be
accepted and filed, C-8274.

3. Bill No. 1970-28. (Establish Minimum Age for Operation of Pin Ba11 Machines,)
Bi11 No. 1970-28 entitled: "AMENDMENT TO SECTION 5.18 SUBDIVISION 6 OF THE

ORDINANCE CODE OF THE CITY OF RICHFIELD, MINNESOTA" was read by the city attorney,
the same being on file in the office of the city clerk. C-8275.
William Brooks, Attorney for Advance Music Co., appeared in opposition to this
proposed ordinance.

Norman-Pink, representing Advance Music Company, and Art Gleason, Richfield
Lanes,-also appeared in opposition.
Don Houlding, 7145 13th Avenue, appeared in interest.
The council req~.ested the administration to obtain a list of other business
establishments affected in Richfield and to also obta~.n a listing of other municipali-
ties in the Metropolitan area that have a similar ordinance regarding the operation
of-pin ball machines.
Motion by Jacobsen, seconded by Law, that this constitute the first reading of
Bill No. 1970-28, and that second reading and public hearing be held November 23,
1970.

5. Hearing - Land Division -6345 Penn Avenue So.
It being 7:15 p.m. Mayor Olson called for the hearing on a request for a land
division by Finnemann Enterprises, Inc., 2954 North Rice Street, St. Paul, Minnesota,
at the location of 6345 Penn Avenue So. Max Garache, Vice President of Finneman

Motion by Anderson, seconded by Luettinger, that the hearing be closed,

Motion by Luettinger, seconded by Anderson, that the council grant the land
division requested by Finnemann Enterprises, Tnc. to separate the South 100' from
164.3' (property located at business addresses.. of 6341 and 6345 Penn Avenue) on-the
condition that the land not be divided in ownership unless a permanent easement is
provided by each owner in favor of the other owner for parking and driveway purposes
in accordance-with the off-street layout now on file with-the city.

6. Refrigeration Systems for New Tce Arena,
Mr, Richard Peterson, mechanical design engineer for the ice arena, presented
his analysis, (C-8279), outlining the advantages and disadvantages of the Holmsten
Rinkmaster refrigeration system. Mr. John Drake, of Drake Construction Company, also
appeared, as well as Gordon McKinnon, 7308 Upton Avenue, and Lloyd Peipho, 6916 Vincent
Avenue.
Motion by Anderson, seconded by Jacobsen that the council deny the Rinkmaster
refrigeration system and go to the original brine system.
Poll of votes: Ayes - Anderson and Jacobsen. Naves - Luettinger, Law and Olson.
Absent -none. Motion Xost.
Motion by Law, seconded by Luettinger, that choice of the system be deferred
until November 9, 1970 and that the administration attempt to obtain an unbiased re-
port from a refrigeration engineering specialist of the two systems, and also obtain
any possible information from European installations and make report at the November 9,
1970-city council meeting.

7. Policy to Vector Air Traffic.
Mayor Olson-spoke in support of a policy to vector air traffic south over-less
populated areas. Robert J. Carlson, 7500 18th Avenue So., also spoke in-favor of
this policy,
Motion by Olson, seconded by Jacobsen, that the following resolution be adopted;
that it be spread in the resolution book and that it be made a part of these minutes:

8, Licenses - Quarterback Club.
Jeff Hoel, Dart Investment Co., appeared in behalf of Quarterback Club,
Motion by Jacobsen, seconded by Law, that the license for the Quarterback Club
be granted on recommendation of Sanitarian, but that the exhaust fan be changed
according to stipulations and subject to a final inspection by the Sanitarian.
All ayes - Carried.
9. Licenses - Residential kennel - 7338 Elliot Avenue.
H. H. Roadman, appeared in behalf of his request for a kennel license at 7338
Elliot Avenue, C-8277.
Jim Cosgrove, 7344 Elliot Avenue, and Douglas Boler, 7333 Chicago Avenue,
appeared in~opposition.
Motion by Anderson, seconded by Olson, that the council deny this kennel license,

Motion by Jacobsen, seconded by Luettinger, that the kennel license be granted
on the condition that the applicant abate the noise problem.

10. Licenses - Garbage Hauling.
Mrs. Lloyd Haul, 3001 W. 71st Street, appeared in behalf of Mr. Hall's request
for a Garbage and Refuse Hauling Service.
Motion by Jacobsen, seconded. by Anderson, that the license be granted,

11. Proposed Uniform Snowmobile Ordinance.
Motion by Jacobsen, seconded by Luettinger, to support the concept of a ux~.form
snowmobile ordinance in Hennepin County-and that the council authorize their representa-
tive to vote in favor of the uniform snowmobile ordinance at the Hennepin County
League meeting, with the clear and obvious understanding that Richfield would have the
opportunity to review the ordinance again before it is adopted by the City of Richfield.

12. Change Order.
Motion by Jacobsen, seconded by Anderson, that the following change order be
approved:

Ice Arena excavation and compacted fill. Change Order No. 1.
Contract ~k2067. Increase contract in the amount of $429.00.

they are using be removed and that the administration-write a letter to Jerry
Kapsner, Bryant Jr. High School, informing him that they-are not in accordance with
the city ordinance and this will be considered in the future if they again request a
license. License to expire Saturday night, October 31, 1970.
