CITY OF RICHFIELD REGULAR MEETING SEPTEMBER 28, 1970 The Council of the City of Richfield met in regular session in the council chambers of the City Hall, 6700 Portland Avenue, Monday, September 28, 1970, at. 7:00 P.M. Pastor Aaron Markuson, Bethany Covenant Church, gave the invocation. The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Luettinger, Law, Olson. Absent: None. 1, Minutes. Motion by Jacobsen, seconded by Law, that the minutes of the regular meeting of September 14, 1970, be approved with the following corrections: Page 2, Item 5, should include the following wording after line 3: "to correction of sidewalk and sod defect". Page 4, Item 8, should state: Poll of votes _ Nayes "Olson". 2. Bi11 No. 1970-26 (Adoption of Fire Zones). Bi11 No. 1970-26 entitled: "AMENDMENT TO SECTION 3.10, SUBDIVISION 2 OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD", was read by the City Attorney, the same being on file in the office of the city clerk. John Ke11y, Attorney, 3401 Kentwood Ct., Burnsville, appeared in behalf of applim cant and requested that a special use permit be granted for 817 West 77 1/2 Street. Fo W. Smith, applicant, also appeared. Motion by Anderson9 seconded by Luettinger, that the request for a coin operated car wash at 817 West 77 1/2 Street be tabled for 90 days or until the city has adopted a comprehensive plan for development, A11 ayes m carried. 7. Adjustment and A peals Zoning Variation e 5300 Cedar Ave. So. Jensen, applicant, appeared in behalf of his request for a ~®ning variation at 6300 Cedar Avenue So. Mrs. R. J. Carter, 7008 Oakland Avenue, also spoke. Motion by Anderson, seconded by Jacobsen, that the variance be granted subject to approval by management that the building exterior meets city code requirements and that a letter of approval be received from the neighbor directly behind this property. `This variance to also include those rec®mmendati®ns contained in manager's council letter No, 229. It being 7:15 p.m. Mayor 01son called for the hearing. on the Special Use Permit equested by Stanley M, Johnson, 7644 Columbus Avenue, Stanley M. Johnson, applicant, appeared and submitted a petition by adjoining property owners, who concurred with his request, It was decided that a special use permit was not required as the proposal fits the category of a "home-occupation", and no action was taken, 9.
