The council of the City of Richfield met in regular session in the council chambers
of the .City Hall, 6700 Portland Avenue, Monday, August 24, 1970, at 7:0.0 p.m.
Assistant Pastor® David Kastelein, Wooddale Baptist Church, gave the invocation.
The meeting was called to order by Mayor Olson

1. Minutes
Motion by Luettinger, seconded by Law that the minutes of the regular meeting of
August 24, 1970, be approved with the following corrections:
Item 13, Page 5 should state: Mr, "Ray" Mach instead of "James".
Item 18, Page 8 should state: "Licenses" with "fee waived" deleted.
2 Hearing _ Proposed Assessment for Storm Sewer Construction, City Project No. 568
It being 7:15 p.m. Mayor Olson called for the hearing on the proposed storm sewer
assessment, City Project N'o. 568 and read the notice of nearing. The following persons

Motion by Law, seconded by Anderson that the hearing be closed. All ayes -carried.
Motion by Luettingerg seconded by Law that a decision on certifying the assessment
roll be deferred to September l4, 1970, when the consulting engineer could be present
to answer questions .

3. Hearing -Proposed Assessment, City Project No, 586
It being 7:15 p.m. Mayor Olson called for the hearing on the proposed assessment
of City Project No. 586 (Curb-and Gutter and concrete street surfacing construction)
and read the notice of hearing. The following persons appeared

Mr. Marsh complained that the city built a larger driveway apron then he had requested
and that the additional cost for the wider apron was $22.94.
Motion by Luettinger, seconded by Anderson, that the city pay half of this additional
cost; thereby reducing Mr, Marsh's total assessment by $11.47.
Motion by Anderson, seconded by Luettinger, that the hearing be closed. "

It being 7:15 p . m . Mayor Olson called for the hearing on a variation of zoning
ordinance requirements requested by David McFarlane® 6404 - 11th Avenue South.
Mr. McFarlane requested permission to parka 26 foot trailer on the front yard of his
property.
Motion by Anderson, seconded by Luettinger, that the hearing be closed.

13. Request to Speak on Ordinance on the Maintenance of Fowl and Birds
Discussion was. held in regard to the ordinance on the rra. intenance of fowl and
birds . Mr. Richard Okeson, Minnesota State Pigeon Association and Mro Jake Rink,
District Representative of the National Pigeon Association appeared to urge adoption of
amore liberal ordinances Mr. Mike Gorman, 7320 Portland Avenue, Mr. G. D. Swanson,
6309 Bryand Avenue and Mr. John Gorman 7320 Portland Avenue appeaeec'. to speak in
regard to the ordinance as owners of pigeons. Mro Ri.char~~ Okeson submitted a copy
of the Minneapolis ordinance for the study by the city.
A decision was made to have the administration submit a report on the desi~•ability
of amending the existing ordinance at the September 14th city council meetings C®8260
14. Request to Speak ®n Comprehensive Plan
Mr. Darrell Wo Bearson appeared to speak on the dissemination of information on
the comprehensive plan. He encouraged wide dissemination of informations Don Houlding,
Ed Doty and Vincent- Murphy also appeared in interest of encouraging similar activity.

15 o Revision of the Building Plans for the Heidelberg Restaurant
Mro Jim Rush, 4512 Cedar Avenue South appeared as the applicant, Mro Ging®ld,
Architect, presented proposals for changes in the building plans for the Heidelberg
Restaurants
Motion by ®lson, seconded by~Anderson to approve the following changes:
(1) The installation of a door and vestibule on the southeast corner of the building
subject to the agreement that the management of the Heidelberg •vvould be willing to
seal the door upon the city administration`s request, if the southeast entrance
created a traffic problem o (2) The construction of an office within the space provided
by the vaulted roof over the rnain front entranceway on 66th. Streeto A discussion was
held on Items 3 and 4 but no action was taken at this time o
16 o Penalty for Late Dog and Cat License Aptalications
Mro Lester Bullock, 6412 - 15th Avenue and Mro jim Swanson, 6877 Fifth Avenue
South appeared in interest of the late fee for dog and cat license applications o
Motion by Law, seconded by Luettinger, that the city administration make a
study on policies of other communities in regard to late penalty fees for dog and cat
license applications,

Motion by Law, seconded by Luettinger that the following license be granted
and that the fee be waived with the stipulation that restroom facilities be provided,
a $100 bond be posted, and the area be cleaned up afterwards o
