08-10-1970CITY OF RICHFIELD Regular Meeting August 10, 1970 The council of the City of Richfield met in regular session in the council chambers of the City Hall, 6700 Portland Avenue, Monday, August 10, 1970 at 7:00 p.m. Councilman E, E, Jacobsen gave the invocation. The meeting was called to order by Mayor Olson. Present: Anderson, Luettinger, Jacobsen and Mayor Olson. Absent; Law 1. Minutes Motion by Anderson, seconded by Luettinger, that the minutes of the regular meeting of -July 27, 1970, be approved. All ayes -carried. 2. Reports Motion by Anderson, seconded by Jacobsen, that the following reports be accepted and filed: Inspection Report, July 1970 C-8253 Hennepin County Suburban Relief Report, July 1970 C-8254 Nursing Report, June 1970 C-8255 All ayes -carried . 3, Bill No. 1970-25 (Departmental Organization -Public Safety Department) Bill No, 1970-25 entitled: "AMENDMENT. This=resolution appears as Resolution ~4!i25 -in resolu- tion book #27. 4, Hearing -Variance of Off-Street _Parkinc~ - 7528 Lvndale Avenue South It being 7:15 p.m. Mayor Olson called for the hearing on a request for variance 1 of off-street parking by John A. Oberg, 1105 London Drive,Burnsville; Rl B. Heinen, 8617 Poplar Bridge Road, and DonaldF O. Smith, 7506 Clinton Avenue. S. , at the location of 7528 Lyndale Avenue South. Mr. James Dougherty, 6721 Oakland Terrance, represented the applicants. Motion by Anderson, seconded by Luettinger that this item bedeferred to the August 24, 1970 city council meeting'or a later date to permit the applicant to prepare his request. Hearincr - Request for Variance - 6628 Girard Avenue South It being 7:15 p.m. Mayor Olsan oalled for the hearing on a request by Harold Albeck, 6628 Girard Avenue So. for a front yard variance from 30 feet as permitted by ordinanceoto 25 feet to allow for building a roof over front entrance and stoop. The applicant0 Harold Albeck, appeared before the council and submitted the consent of his neighbors on the proposed canopy. Motion by Anderson, seconded by Jacobsen that the hearing be .closed, All ayes -carried, Motion by Anderson, seconded by Jacobsen, that the council approve the zoning variation requested by Harold' Albeck® 6628 Girard Avenue S. , to construct a canopy onto the front of his dwelling to extend 2 1/2 to 5 feet into the 30-foot setback requirement of the residential zoning district. C-8257 6 , Hearinct -Application for On-Sale Liquor License -Heidelberg Dining Lounge It being 7:15 p.m. Mayor Olson called- for the hearing on the application of the Heidelberg Dining Lounge for a:n On-Sale Liquor License. Mr. Jim Rush, 4512 Cedar Avenue S. appeared as the applicant along with the Vice President of the Heidelberg, Mr, Mike Lazorak , 6540 Emerson Avenue S. Motion by JacobsenB seconded by Luettinger that the hearing be closed. All ayes - carried o - Motion by AndersonB seconded by Luettinger that the council authorize the granting of an on~sale liquor license to the Heidelberg Dining Lounge, with the stipulation that no license will be issued until all requirements have been met. All ayes -carried . 1 City Council Minutes -4- 7 Stop Sian Installation - 65th Street and Second Avenue_ August 10, 1970 Motion by Jacobsen, seconded by Luettinger that the request for the stop sign installation at 65th Street and Second Avenue be denied because the intersection does :not meet any of the minimum warrants as established in the Uniform Traffic Control Devices Manual for stop sign installation. All ayes -carried. 8, Release of Bonds on Off-Street Parkincr Contracts Motion by Luettinger, seconded by Jacobsen to defer the resolution relating to release of bond on off-street parking for Embers Restaurant, 1664 University Avenue, St, Paul, until correction is made to the safety of the electrical con- nections and lighting of the restaurant. All ayes -carried. 9. Release of Bonds on Off-Street Parkincr Contracts to release of bond on off-street parking for Mr. I. Ridker, 3028 Ewing Avenue S. Motion by Luettinger, seconded by Jacobsen to defer the resolution relating at the location of 6227 Pleasant Avenue South, until question on landscaping is resolved . All ayes -carried . 10 Police Civil Service Commission Appointment Mr. Bob Stevens, President of the Police Federation, appeared in interest of this appointment. It was decided to defer action on this item until later in the meeting . - lI . Youth Commission Resicrnation and Appointment Motion by Jacobsen, seconded by Luettinger, to accept the resignation of 1 Mrs . Jo Hanto from the Advisory Youth Commission . All ayes -carried , Motion by Jacobsen, seconded by Luettinger, to nominate Mrs. Mixiam Schlegel, 7544 Clinton Avenue, to the Advisory Youth Commission for a term of one year. It was stated. that this was a meeting sponsored by the Planning Commission.
