07-27-1970CITY OF RICHFIELD Regular Meeting July 27 , 1970 The council of the City of Richfield met in regular session in the council chambers of the City Hall, 6700 Portland Avenue, Monday, July 27, 1970 at 7:00 p.m. Councilman A. P. Anderson gave the invocation. The meeting was called to order by Mayor Olson. Present: Anderson, Luettinger, Law and Olson. Absent: Jacobsen, away on family business. 1. Minutes Motion by Anderson, seconded by Luettinger, that the regular meeting of July 13 , 197 0 be approved with the following change: Page 5 , Item 7; The wording of "go until the" be changed to the word "ninety" . All ayes -carried. 2. Reports Motion by Anderson, seconded by Law that the Nursing Report for May, 1970 be accepted and filed . All ayes -carried . 3. Bill No. 1970-22 (Fence Rectulations) Bill No. 1970-22 entitled: "AMENDMENT TO SECTION 3.39, SUBDIVISION 2, PARAGRAPH (e) OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD" was read by the city attorney, the same being on file in the office of the city clerk. OF THE CITY OF RICHFIELD" was read by the city attorney, the same being on file in the office of the city clerk. C-8248. George Gelecinsky, 3001 W. 76th Street, appeared in interest of the ordinance and asked about requiring notification by the haulers on changes of day of pick- up. Pontius, 6625 Oliver Avenue South, applicant, appeared in behalf of his request for a land division. Motion by Law, seconded by Luettinger, that the hearing be closed. All ayes carried . Motion by Anderson, seconded by Law that the land division request of Richard L. Pontius, 6625 Oliver Avenue South to separate the South one-half of lot 8, block 5 , Fairwood Park Addition to make two 60' lots , be granted. All ayes - carried . 7. Review of Preliminary and Final Site and Buildincr Plans - 708 W. 66th Street Robert Worthington, City Planner reviewed the procedures by the City Admin- istration and the Planning Commission on.-the final site and building plans for the Heidelberg Restaurant, 708 W. 66th Street. ~ - Mike Lazorek, Manager and Jim Rush, applicant appeared. Mr. Herb Baldwin, landscape architect presented the layout plans on the site work for the restaurant. C-8249 Mro B, Gingold, Building ArchitectP presented the building plans. C-8250 -4- July 27 , 1970 Motion by Anderson, seconded by Olson that the request for special use permit for the Heidelberg Restaurant, 708 W. 66th Street be granted in accordance with the final site and building plans as presented with the following stipulations: 1. That the work be accomplished according to the time schedules indicated and the phases marked on the plans . 2 , That. the property be combined for tax purposes . 3. That the applicant undertake to secure access on 65th Street and to report to-the council at their hearing on the liquor licenses . 4. That signs must be removed from the roof top at the end of the present lease; but termination of the lease should be negptiated for an earlier date and that a report €~n the negotiations be given at the time. the liquor license is issued. This resolution appears as Resolution #4406 in resolution book #~ . 9 , Request for Ordinance Chancre on the Maintenance of Fowl and Birds Mr. Richard Okeson, Minnesota State Pigeon Association spoke on behalf of Mr, Mike Gormon, 7320 Portland Avenue South, in regard to Ordinance 10.05, Subdivision 2 , limiting the number of fowl or birds to be kept or raised on any residential property in the city. It was decided to defer any action until the August 24th meeting when Mr. Okeson would be able to present some alternative proposals , and to direct the administration to suspend enforcement of this ordinance in this particular case. 10 , New and Used Motor Vehicle License Mr. Donald Bush, Attorney for Mr. Win Stephens, Classic Cars, Inc. , 920.
