CITY OF RICHFIELD Regular Meeting May 11, 1970 The council of the City of Richfield met in regular session in the council chambers of the City Ha11, 6700 Portland Ave,, Monday, May 11, 1970, at 7x00 p.m, Father Gregory Welch, St. Richard's Church, gave the invocation. The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Luettinger, Law and Olson. Bi11 No, 1970-18 (Unauthorized Use of Public Property by Certain Vehicles) Bi11 No, 1970-18 entitled: "AMENDMENT TO SECTION 9.05, SUBDIVISION 2 OF THE ORDI- NANCE CODE OF THE CITY OF RICHFIELD" was read by the city attorney, the same being on file in the office of the city clerk. C-8211 Motion by Law, seconded by Jacobsen, that the city administration be directed to determine whether there are any existing park areas in the city which could be used for go-cart, motorbike or snowmobile tracks, and report at the next meeting, A11 ayes - carried. Motion by Jacobsen, seconded by Anderson, that this constitute the first reading of Bi11 No. 1970-18, and that it be published in the official newspaper in accordance with the city charter. Mayor 01-son called .for the hearing on City Project No. 616 - Storan Sewer Construction on 77th St. from Oakland Ave. to 17th Ave. and read the notice of hearing.. J. P. Martin, 7645 14th Ave. was opposed to the storm sewer. -4 - May 11, 1970 Al La1im, 7620 Columbus Av®., telephoned the city and wished •to go on recard as being opposed to the project. Motion by Luettinger, seconded by Jacobsen, that the hearing be closed, A11 ayes ~ carried. Hearing - City Project No. 617 (Storm Sewer Construction) It being 7:15 P.M., Mayor Olson called for the hearing on City Project N®. 617 (Storm sewer construction on 67th St. from Oliver Ave. to Morgan Ave., and 69th St. from Penn Ave. to Oliver Ave.) and read the notice of hearing. Tim Jensen, 2011 W. 67th St., inquired about his assessment. Wayne J. Bloomberg, 6908 Oliver Ave., was opposed. Motion by Luettinger, seconded by Jacobsen, that the hearing be closed. Mayor Olson called f®r the hearing on City Project No. X14 (Annual Street Improvement and Oiling Program) and read the notice of hearing.. Councilman Luetginger spoke in favor of an oiling policy of assessing corner lots on front footage only, Councilman Anderson spoke in favor of a front foot assessment, Most of the persons in attendance at the hearing, while expressing a variety 1 of opinions, appeared to favor the final council decision of assessing b.enefitted front feet at the rate of 60~ per foot spread over a three year period. A11 ayes - carried. 10. Hearing - Vacating Portion of James Avenue It being 7x15 P-. M, Mayor Olson called for the hearing on the vacation of James Ave. lying between a line 216' south of the parallel with the centerline of m6- May 11, 1970 66th St, and a line para11e1 with and 30' north of the centerline of 68th St., and read the notice of hearing. No persons appeared in opposition. Motion by Anderson, seconded lay Law, that the hearing be closed. A11 ayes - curried. Human Rights Commission Appointments Nominations were called for on appointments to the Human Rights Commission to cover three three year terms and two unexpired terms because of resignations. Ray Macht, 7316 Grand Ave., requested the council to abolish the Com~.ission or defer the matter to the next meeting.
