Special Meeting
April 22, 1970
Pursuant to action taken at the meeting of March 23rd, 1970, the city counc;i:~
of the City of Richfield met in special session on Wednesday, April 22, 1970 in
the council chambers of the city hall, 6700 Portland Ave. at 7:00 P. M.
`1`he meeting was called to order by Mayor Olson.
Present: Anderson, Luettinger, Law and Olson.
Absent: Jacobsen (on business trip)
Meeting on Permanent Streets
The City Manager reviewed the prgblems with existing residential streets and
presented a proposed policy for permanent street improvements.
The following persons appeared:
L. 0. Hedahl, 6627 Grand Ave., opposed a permanent street improvett~ent.
M. H. Gathers, 7426 Bryant Ave., questioned a $10.00 a foot assessment.
E. W. Bauman, 7137 Oakland Ave., commented on-the cost of present oiling
.system and opposed a permanent improvement.
Glen Krause, 7436 Dupont Ave., asked about priorities. He was in favor of per
manent improvement.
Mrs, J. F. Roith, 7144 Park Ave., questioned the reason for dust on concrete
streets.
Roy Johnson, 7609 12th Ave., was opposed as present crew and equipment are
adequate and asked what would happen to them.
Mrs. W. H. Olson, 7532 Fremont Ave., questioned replacement factors, She
wanted progress and favored permanent streets,
Leo Poehling, 7445 14th Ave., wanted permanent streets.
Jack Deger, 7300 Oliver Ave., also wanted permanent streets.
E. W. Swanson, 7145 Columbus Ave., would like improvement but questioned h~.s
ability to pay.
Dorothy Gibson, 6734 Oakland Ave., questioned cost of other areas, sidewalks, etc;.
Warner Miller, 6844 Queen Ave„, was against street improvement.

M. N° Iverson, 6501 19th Ave., asked, "Would tax exempt property be assessed"?
G° M° Spandl, 7220 Oakland Ave., asked e~uestions.
L. Hagen, 7244 Oakland Ave°, asked about sidewalks and tree trimming as opposed
to permanent street improvement,
Bob Dahlstrom, 7539 Park Ave°, was against the cost.
Councilman Law supported permanent street improvements and more street lighting
from a community p®int of view.
Carol Waller, 7209 Garfield Ave., was in favor of permanent street improvement,
Jim Kelliher, 7101 15th Ave., is in favor of permanent street improvements,
J° H° Vohs, 7408 Bloominbton Ave., is opposedm would like a vote of the people,
Councilman Anderson supported permanent street improvements and better lightingo
Councilman Luettinger supports permanent street improvement and better lighting.
Motion by Law, seconded by Anderson, that the administration draw up a resolu~

Lion on permanent streets to be presented for consideration and action at the May
25th meeting. All ayes _ carried,
The meeting then adjourned.
