04-21-1970 SpecialCI`T'Y OF RICHFIELD Special Meeting April 21, 1970 Pursuant to action taken at the meeting of March 23rd, the council of the City of Richfield met in special session in the council chambers, 6700 Portland Ave, at 7:00 P.M. Mayor Olson called the meeting to order. Present: Anderson, Jacobsen, Luettinger, Law and Olson. Absent: None, The City Manager made a brief presentation covering the background of enabling legislation on air pollution regulations and his proposal to the council on the prohibition of open burning and a single contractor system far waste removal. `I`b.e following persons appeared: Tvm Sachs, 7545 17th Ave., inquired .about the proposed single contract, John Anderson, 7611 16th Ave., asked why commercial areas were left out. F. Sjowall, 6509 Stevens Ave., spoke in favor of private enterprise. Gus Wengenroth, 6804 Washburn Ave., was in favor of leaving it as is. Bud Milbert, 7244 15th Ave., was in favor of multiple collectors, but to tighten up on ground rules. Dick Bates, 6900 17th Ave., opposed to single carrier. Mrs, Streit, 7201 Queen Ave., was opposed to losing free enterprise and choice of a carrier; she wants stricter requirements. Jerry Femrite, 6701 13th Ave,, appeared to ask who is the proposed contractor. Vern Simonson, 6504 15th Ave., was in favor of multiple carriers. Dave Ophoven, 6508 13th Ave,, questioned as to what happens when a single contractor is unable to handle the work? Mrs. Baldwin, 6728 Queen Ave,, asked what it covers. Bob Dahlstrom, 7539 Park Ave., commented on unforeseen problems end is in favor of the present system, Jack Munger, 6444 2nd Ave., asked about the performance bond, Rubbish Hauling and Prohibition of Open Burning ~~2 1 Pat Sweeney, 6929 13th Ave., was opposed to putting private company out of business, M. Moen and A. H. Pulk were of the same opinion as Mr. Sweeney, and asked why several contracts couldn't be made. Mrs. Charles Cohen, 69th & Logan, questioned the amount of cost and how often for ~t:he pickups, Mrs, Meints, 6235 Moran Ave., questioned city collecting fee, Jim Vohs, 7408 Bloomington Ave,, agrees with all areas being pickup by precinct, Feuer McKenna, 7005 Oak Grove Blvd,,. was in favor of a single hauler to be set up on .graduated rates. D. Zappia, 6428 12th Ave., was in favor of the present system, J, R. O'Hearn, 7208 13th Ave., questioned the burning. Ronald Duede, D & M Hauling, a private hauler, was opposed to a single carrier. Motion by Jacobsen, seconded by Luettinger, that the administration be in® 1 structed to prepare an ordinance for first reading on May 11th on the banning of burning and improved regulations for collection service by private collector.
