04-13-1970CITY OF RICiiFIELD Regular Meeting April 13, 1970 The council of the City of Richfield met in regular session in the council chambers of the City Hall, 6700 Portland Ave., Monday, April 13, 1970 at 7:00 P. M. Mayor Olson lead those in attendance in a recitation of The Lordes Prayer, The meeting was called to order by Mayor Olson, Present: Anderson, Jacobsen, Luettinger, Law and Olson, Absent: None. 1. Minutes Motion by Luettinger, seconded by Jacobsen, that the regular meeting minutes of March 23, 1970, be approved, corrected as follows: Page 59 Item 7: Delete "Motion by Olson, seconded by Olson" and insert "Motion by Luettinger, no second", Page 8, Item 12: Earl Evans appeared in "opposition", A11 ayes ~ carried. 2a Reports Motion by Anderson, seconded by Law, that the following reports be aceepted and filed: Inspection report .for March 1970 Cm8190 Relief report for March 1970 08191 Nursing report for January 1970 08192 All .ayes carried, 3. Proclamation Mayor Olson read .and signed a proclamation for 10Suburban Greenup Wee~C'°e Motion by Anderson, seconded by Luettinger, that the council go on record as supporting the proclamation. All ayes m carried, 4. Hearing ~ Special Use Permit m 7545 Lyndale Ave. S. It being 7:15 P. M. Mayor Olson called for the hearing on the application of Finnemann Enterprise, Inc,, 2954 No Rice St., St. Paul, anal Colonial Enterprises, Inc,, -2- April 13, 1970 Minneapolis, for a permit to locate a fish and chips restaurant at 7545 Lyndale Ave. and read the notice of hearing. Mr. Worthington, Planning Director, and Mr. Stolz, applicant, reviewed the proposal for the restaurant. No persons appeared in oppasition. Motion by Jacobsen, seconded by Luettinger, that the hearing be closed, All ayes - carried. Motion by Jacobsen, seconded by Anderson, that the council grant the special use permit for a £ish and chips restaurant at 7545 Lyndale Ave., to Finnemann Enterprise, Inc., St, Paul, and Colonial Enterprises, Inc., Minneapolis, with stipulations as follows: 1. Approval of site and building plans. 2. Approval of the off-street parking contract. 3. Approval of a landscape and lighting plan. 4.. Approval of drainage and grading plan. 5. Approval of exterior business and circulation signs, 6. Approval of internal circulation system which shall be structured to channel traffic movements in the one-way pattern. 7. The portion of the contract bond related to landscaping be increased from $2000 to $4000. 8. An agreement between the city and the applicant providing far the landscaping and maintenance of the 17" of public right-of~aay adjacent to the site be executed. Preliminary Ice Arena Plans Don Brauer and Dave Shaffer of Brauer & Associates, and Bob Nelson and Keith Roble of Wold and Associates, reviewed the preliminary plans for an ice arena. Gene Olive, member of the Citizens' Advisory-group for the Ice Arena, spoke in favor of the plans® Other citizens who spoke in interest about the Poehling project weree Leo ~ Ron Lilligard, Frank Riley, Jack Meleski and Ray Mach, Motion by Anderson, seconded by Jacobsen, that the council .authorize the management to proceed with the preparation of final plans and specifications along-the lines of the proposal presented. All ayes - carried, Bill No. 1970-12 entitledt "AN ORDINANCE PROVIDING FOR THE EXPENDITURE OF MONEY FROM THE SPECIAL REVENUE FUND FOR CERTAIN CAPITAL IMPROVEMENTS" was read by the city attorney, the same being on file in the office of the city clerk. Cm8196 Motion by Luettinger, seconded by Jacobsen, that this constitute the first reading of Bill No. 1970-12 and that it be published in the official newspaper in accordance with the city charter, Po11 of votes: Ayes - Anderson, Jacobsen, Luettinger, Law and Olson. Nays - none. Absent - none. Carried, (See Item No. 23 of these minutes). Motion by Jacobsen, seconded by Luettinger, that the administration place an order for an ice conditioning machine. All ayes - carried. 6. Permission to Store Rental Trucks on Service Station Property Gerald C. Amended Agreement on Mutual Aid Fire Fighting Motion by Luettinger, seconded by Jacobsen, that the council approve the amended agreement on mutual aid fire fighting. All ayes - carried, C-8198 11, Bids e Site Work at Wood Lake The city manager requested a deferment on the consideration of bids on site work at Wood Lake until the next meeting. 12. Bids - Tree Spraying Motion by Anderson, seconded by Jacobsen, that the minutes of the bid- opening on tree spraying, April 6, 1970, be approveda All ayes - carried. C-8199 Motion by Anderson, that-the council deny the bid and readvertise. Motion withdrawn. Motion by Luettinger, that the city purchase a sprayer for this-work, Motion lost for the lack of a second. Motion by Jacobsen, seconded by Law, that the council accept the only bid of $3.29 per-tree for spraying as recommended by the manager.
