The council of the City of Richfield met in regular session in the council chambers of the City Hall, 6700 Portland Ave., Monday; March 23, 1970, at 7:00 P. M. Reverend James F. Jones, 5290 Vi11a Way, Minneapolis, for an apartment use permit at 7500 Cedar Ave. and read the notice of hearing. No persons appeared in opposition. Motion by Jacobsen, seconded by Law, that the council approve the apartment use permit application of Mark Z. Jones, 5290 Village Wau, to construct one 19-unit apartment building at 7500 Cedar Ave. All ayes -carried. All ayes - carried, Motion by Luettinger, seconded by Law, that the council grant the special use permit to Midwest Mortuary Service, 6441 Cedar Ave., to construct a mortu- ary at 6521 Cedar Ave. with the following stipulations: 1. Approval of off-street parking contract. 2. Site and building plans to be approved by the Planning Director and the Chief Inspector. 3. Landscape and lighting plan to be approved by the Planning Director and the Chief Inspector, 4. Any outdoor signs to be erected in accordance with the municipal code and approved by the Planning Director and the Chief Inspector, 5. All ayes - carried. C~8167 10. Human Rights Commission Request A letter dated March ll, 1970, from Fred M. A.~ram, chairman of the Richfield Human Rights Commission, was presented requesting that a high school student be appointed to the Human Rights Commission. Motion by Anderson, seconded by Luettinger, that the council defer action on this question until the next meeting in order to obtain further information on the proposed project. All ayes -carried. 12. Discussion - Refuse Collection & Prohibition of Outside Burning n o osit' n Earl Evans, president of Able Sanitation, appeared r t~.°e pro- posed single collector plan. Larry Wozniczka, 6744 Wentworth Ave., questioned a single carrier and the banning of burning at the same time. Ronald Duede, D & M Rubbish Disposal Co., questioned a single contract as the best solution. Eugene R. Anderson, executive secretary of the Minneapolis Suburban Refuse Removal Assn, asked questions on the proposal. Motion by Anderson, seconded by Law, that the council receive the report on a proposal for a single contractor refuse collection system and the prohi- bition of open burning; the city council to call for a discussion at a public meeting on April 21st at 7000 P.M. with the first reading of an ordinance on May 11th, A11 ayes - carried. 13. Annual Street Maintenance Proposal ~ Permanent Street Program Motion by Jacobsen, seconded by Anderson, that April l3, 1970 be set as a hearing on the annual street maintenance proposal. All ayes - carried. Motion by Anderson, seconded by Jacobsen, that a public meeting be scheduled for Apr:~l 22, 1970 at 7>00 P.
