The council of the City of Richfield met in regular session in the
council chambers of the City Hall, 6700 Portland Ave,, Monday, January 26,
1970, at 7:00 Porto
Reverend Harold Grindal, Oak Grove Lutheran Church, gave the invocations

1, Minutes
Motion by Luettinger, seconded by Anderson, that the minutes of the regular
meeting of January 12, 1970 be approved and that the minutes of the special
meeting of January 8, 1970 be approved, corrected as follows: Under Ice Arena
discussion, change names of Mr, Scott and Jim Harris to Scott Stein and Jim Hare,
respectivelyo All ayes - carried,

Motion by Anderson, seconded by Jacobsen, that the report for October,
1969, on Hennepin County Nursing, be accepted and filed. All ayes - carried, C-8134
3o Bill Noa 1970®1 - Liquor Ordinance
Mayor Olson read a resolution received from the Richfield Chamber of Commerce
in which they request that the proposed ordinance restrict three licenses for
hotel and motelsa C-8135
Dr, James Nolan, Richfield Jaycees, reported on a similar resolution forth-
cc~mi.ng from the Jaycees e
Ro C~ Reddick, 7074 Oak Grove Blvdo, suggested that the ordinance omit the
500 seating capacity restriction, the square foot requirement and the designa-
t;~r~n of number of rooms, all of such requirements be left to the discretion of
~che council,

Tom Price, 7421 Lyndale Ave,, also requested the eli~iination of the 500
seat and 20,000 square ft. requirements,
Mike LaZorik, 6540 Emerson Ave., (Heidelberg) agreed with the previous
requests, also adding that the license fee was high and requesting considera-
Lion of a $5,000 fee,
Paul Pierson, owner of land at 63rd and Cedar Ave., requested a smaller
investment requirement--perhaps $350,000--to allow for business growth, and
also concurred in the request for a smaller license fee.
Bill Baden, 7134 Knox Ave., agreed with the license fee reduction request,
favored high property values, and felt that consideration should be given to
new construction and remodeling existing facilities.
Wes Borgeson, 6401 5th Ave,, felt that lowering the license fee would not
be conducive to gaining applicants,
Kermit Randall also appeared,
Motion by Anderson, seconded by Luettinger, that the proposed ordinance
be :changed regarding the investigation fee to a minimum of $100.00 per person,
with additional costs to be paid by applicant upon written notice. A11 ayes -
carried,
Charles Mitchel, 5720 20th Ave> S., spoke against the $10,000 license fee.
Bill No. 1970-1 entitled: "AMENDMENT TO CHAPTER XI OF THE ORDINANCE CODE OF
T~ CITY OF RICHFIELD, ADDING A NEW SECTION 11.06 RELATING TO INTOXICATING LIQUOR
AND 'PROVIDING FOR THE LICENSING AND REGULATION OF THE SALE OF INTOXICATING LIQUOR

Motion by Anderson, seconded by Luettinger, that this constitute the first
reading of Bill Noa 1970-1 as amended, and that it be published in the official
newspaper in accordance with the city charter,

Motion by Luettinger, seconded by Jacobsen, that the application of
George L, Slusser, 7238 Chicago Ave., be deferred to the meeting of February 9,
1970 when Mr, Slusser should attend, A11 ayes - carried.
Motion by Luettinger, seconded by Jacobsen, that the application of
Richard D. Nelson, 7409 Fremont Ave., for a residential kennel license be deferred
to Feb. 9, 1970, when he can be present. A11 ayes - carried.
5. Bi11 No 1970-2 (Regulating Restaurants in C-1 Zoning)
Bi11 No. 1970-2 entitled: "AMENDMENT TO CHAPTER III, PART IV, SECTION 3.32,.
Subdivision 1, Paragraph (3) of the ordinance Code of the City of Richfield" was
read by the city attorney, the same being on file in the office of the city

Motion by Luettinger, seconded by Anderson, that this constitute the
first reading of Bi11 No. 1970-2 and that it be published in the official publi-
cation in accordance with the city charter.
