Absent - none, Carried, This resolution appears as resolution ~~4303 in resolution book ~"~27. *(Mayor Olson voted Nair on City Projects Nos. 597 and 598, but Afire on all others. ) 11 Request by Fire Fighters Local and Police Federation to Appear Mr, William Reischel, representing Local 1215 of the International Fire Fighters Union AFL-CIO, and Mr. Michael Hanson, representing the Richfield Police Federation, appeared at the city council meeting to obtain city council confirma- Lion of how salaries and fringe benefit discussions were to be conducted with employee groups. The city council advised these two organizations that all discussions were to be with the city manager and that thecity manager represented the city council in these discussions, The-city council specified that should either organization not be able to reach agreement with the city manager or be unwilling to accept the I ~ 1 -5- Dec. 22, 1969 final offer from the city that the next step should be for the employee organiza- tion to request state mediation and, if necessary, fact finding. The council members indicated that this procedure was in accordance with state law and that eity council involvement would occur only in the approval of a settlement or the final determination of salary and fringe benefits after mediation or fact finding or both had occurred if utilization of these pro_cessees is necessary. 12. Investment of Funds for Fire Relief Association Motion by Anderson, seconded by Luettinger, that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 4305 RESOLUTION AUTHORIZING THE INVESTMENT AND REINVESTMENT OF FIREMEN'S RELIEF ASSOCIATION FUNDS 1 Poll of votes: Ayes - Anderson, Jacobsen, Luettinger, Law and Olson. Motion lost for the want of a second.
