Regular Meeting
December 8, 1969
The council of the City of Richfield met in regular session in the council
chambers of the City Hall, 6700 Portland Avenue, Monday, December 8, 1969 at 7:00
P. M.
Mayor Olson led the public in receiting the Lord's Prayer.
Mayor Olson called the meeting to order.
Present: Anderson, Jacobson, Luettinger, Law and Olson,
Absent: None.
1. Minutes
Motion by Luettinger, seconded by Law that the minutes of the regular meeting
of November 24, 1969 be approved. All ayes - carried.
2, Hearing - Rezoning - 7005 Portland Ave. So.
It being 7:15 P. M, Mayor Olson called for the hearing on the application of
Vern D, Gamber, 6430, Portland Ave. So., for rezoning and read the notice of hearing.
Vern Gamber, applicant, spoke in behalf of the rezoning.
Richard Carter, 7008 Oakland Ave, So., asked questions.
Motion by Jacobson, seconded by Andersdn~ that the hearing be closed. All
ayes - carried.
Bi11 No. 1969 - 14 entitled: "AMENDMENT TO APPENDIX 'C' SECTION 3 OF THE ORDINANCE
CODE OF THE CITY OF RICHFIELD" was read by the city attorney,~:-hhe same being on
file with the city clerk,
Mr. Gamber agreed to the stipulations recommended by the Planning Commission
that the brick-work extend around the corners tlf the building, that landscaping
will be done subject to approval by the adminietiration, and tHat the turn-around
be moved to the backyard green area,
Motion by Jacobson, seconded by Anderson that this constitute the first
reading of Bill No. 1969 - 14 and that it be published in the official newspaper
in accordance with the city charter.

3 Hearing - Rezoning - 6609 Harriet Ave. and 515 W. 66th St.
It being 7:15 P;. M. Mayor Olson called for the hearing of the application
of Richfield Bank and Trust Co. for rezoning and read the notice of hearing.
Chester Eggan appeared representing the applicant, Richfield Bank and Trust Co.
Leonard Carlson, 6616 Grand Ave., appeared in interest asking questions
about the fence.
Motion by Jacobson, seconded by Luettinger, that the hearing be closed.

Bill No. 1969 - 13 entitled: "AMENDMENT TO APPENDIX 'C' SECTION s OF THE ORDINANCE
CODE OF THE CITY OF RICHFIELD" was read by the city attorney, the same being

Motion by Jacobson, seconded by Luettinger, that this constitute the
second reading of Bi11 No. 1969 - 13.

Motion by Jacobson, seconded by Law,'-"that the council adopt Bill No. 1969 -13:
that it be spread in the ordinance book; that it be published in the official
newspaper and that it be made a part of these minutes.

4. Approving Off-Street Barking Contract - 6609 Harriet and 515 W. 66th St.
Mr. Eggan indicated that the bank agreed to extend the east fence one more
lot with the shubbrey as proposed in the off-street parking contract.
Motion by Anderson, seconded by Law, that the following resolution be adopted;
that it be spread in the resolution book and that it be made a part of these
minute9 with the following stipulation; lighting must not shine on adjacent

5 Youth Commission Proposal for Youth Council
Darryl Youngman member of the youth commission presented a report on the
concept of establishing a youth council, Mrs. Linda Deese, member of the youth
commission, also appeared in interest of the proposal.
Motion by Jacobson, seconded by Anderson, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes.

6, Discussion on 3,2 Beer and Liquor Set Up Ordinance
The City Manager reviewed the exsi.sting ordinances for 3.2 beer licenses
and liquor set ups licenses, He also presented a comparative study of certain
suburban municipalities indicative whether applicat.ts needed to be a resident of
the municipality or whether a manager must have a proprietary interest,
Motion by Jacobson, seconded by Luettinger, to have administration bring
back an amendment to the council on 3.2 beer ordinance and other information.
All ayes carried,
7. Larry's Tavern - 1970 Licenses
William Snyder, applicant, appeared in interest of this new license.

Motion by Anderson, seconded by Jacobson, to grant 1970 licenses for off-
sale beer, tavern, food, cigarette, soft drink, one music box, and two coin
operated machines for Larry's, 1400 E. 66th St.

8. Ca11 for Bids on 1970 Chemicals for Water Treatment Plant and 1970 Sludge
Removal
Motion by Anderson, seconded by Luettinger, to authorize administration to
call for bids on the 1970 chemicals for the water treatment plant and the 1970
sludge excavation removal for the water treatment plant. A11 ayes - carried.
9. Authorization to Replace Air Compressor for Water Treatment Plant
Motion by Anderson, seconded by Luettinger, to authorize the city adminis-
tration to expend in excess of $1,000 on the replacement of an air compressor
for the water treatment giant. All ayes - carried.
10. Traffic Control Signs
Motion by Luettinger, seconded by Law, that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part
of these minutes;

Motion by Jacobson, seconded by Anderson, that the council approve the City
Manager's recommendation to increase special assessment search fees to $5.00 per
search og.$5.00 an hour, which ever is greater effective Jan. 1, 1970. All
ayes - carried.
