11-24-1969 CITY OF RICHFIELD Regular Meeting November 24, 1969 The council 'of the City of Richfield met in regular session_in the council chambers of the City Ha11, 6700 Portland Ave., Monday, November 24, 1969 at 7:00 P.M, Rev, Dick Johnson of Baptist Church of Our Saviour, gave the invocati®n, Mayor Olson called the meeting to order. Present: Anderson, Jacobsen, Luettinger, Law and Olson, ~Abaent: None. 1. P.M. Mayor Olson called for the hearing on the application of Richfield Bank & Trust Co. for rezoning and read the notice of hearing. Chester Eggen appeared representing the applicant, Richfield Bank &-Trust Co. Gilliam-G. Kirchner, President of the bank, also spoke in behalf of the re~ zoning. La~onard Carlson, 6616 Grand Ave., inquired as t® what. type of business' could be permitted in a C-2 zone. Motion by Law, seconded by Luettinger, that the hearing be closed. Confirmation of Appointment--Parks & Recreation Director Motion by Anderson, seconded by Jacobsen, that the council confirm the city manager's appointment.of Harvey M. Feld-a~ri as Parks & Recreation Director. All ayes.- carried. 4. Bill No. 1969-12 (Purchase of City Equipment) Bill No. 1969-12 entitled: "ORDINANCE PROVIDING FOR THE PURCHASE, REPURCHASE, AND ALLOCATIONS FOR CHARGES FOR USE OF CITY EQUIPMENT" was read by the city attorney, the same being on file in the office of the city clerk. Relating to Proposed Closing of Naval Air Station .Motion by Luettinger, seconded by Jacobsen, that the following resolution be ado pted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 429U RESOLUTION RELATING TO THE PROPOSED CLOSING OF NAVAL AIR STATION 'TWIN CITIES Po11 of votes: Ayes - Anderson, Jacobsen, Luettinger and Law. Nays - Olson. Absent - none. Carried. This: resolution appears as resolution ~~4290 in resolution book #27. 10. County Proposal for County Assessment Operation Motion by Luettinger, seconded by Ande~rs.on, that the city manager be directed to inform the Hennepin County Commissioners by letter that the Richfield City Council d©es not oppose having the county assessor assess all properties in the county lying outside of communities having a population of 30,000 or more, but that it Bees oppose having the cost_of such work spread against taxable properties in communities which provide their own assessing services at their. own expense. The council also expressed concern about the entire assessment and equalization process. The council believes that any law relating to these subjects should not be different as to cities of the first class than the law applicable to other districts in the county. The. council urged the county board to seek legislation which-would elimi~:ate any differences in treatment, in the equalization processes, ,between Minne- apolis and other taxing districts in the county. rill ayes - carried. ~~ -5- Nov, 24, 1969 11, Residential Kennel License George Slusser, 723$ Chicago Ave,, applicant for a residential kennel license, appeared, Motion by Luettinger, seconded by Jacobsen, that the council grant a residential kennel license for George Slusser, 7238 Chicago Ave, with the stipulation that the property be cleaned up to meet the city code.
