The council of the City of Richfield met in regular session in the council Rev. J. H. Longley, Emerson Ave. Community Church, gave the invocation. The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen,~Luettinger, Law and Olson. Absent: None. 1. Minutes Motion by Luettinger, seconded by Anderson, that the minutes of the regular meeting of October 27, 1969, the budget hearings of Oct. 20, 1969 and Nov. 5,.1969 be approved, with the following corrections: Dct. 27, Page 1, Item 3 (last sentence) change "we" to "he". Oct. 20, (first paragraph) "p.m." instead of "a.m.".. All ayes - carried. 2. Reports Motion by Anderson, seconded by Jacobsen, that the following reports be ac- cepted and filed: Inspection report, Oct. 1969 C-8109 Relief report, Oct. 1969 C-8110 Nursing report, Aug. 1969 C®8111 A11 ayes - carried. 3 ' Hearing - Special Use Permit - 7214 Cedar Ave. It being 7:15 P.M., Mayor Olson called for the hearing on the application of John Behrendt Jr., 9213 Chicago Ave., for a special use permit a~ 7214 Cedar Ave. and read the notice of hearing. Mr. Behrendt, applicant, appeared; Mrs. Behrendt also appeared. ~~~ -2- Nov. 10, 1969 Motion by Luettinger, seconded by Jacobsen, that the hearing be closed. •A11 ayes - carried. Motion by Luettinger, seconded by Law, that the council grant a special use permit to John Behrendt, Jr., 9213 Chicago Ave., for the retail sales of camp~- ing equipment and accessories on the new addition to his property at 7214 Cedar Ave. S. with the following stipulations: Bring grade up to existing property grade Install fence on west property line Remove existing building on new property Display of trailers limited to that area west of set back line Install barrier curb Install permanent parking lot surface • Provide 10 off-street parking places in total Meet.'all off-street park ing codes C-8112 Poll of votes: Ayes - Luettinger, Law and Olson. Nays - Anderson and Jacobsen. Absent - none. Carried. 4. Hearing - Apartment Use Permit and Zoning Variance - 6416 Oliver Ave. It being 7:15 P.M. Mayor Olson called for the hearing on the application of Edina Remodelers, 6021 Lyndale Ave. S., for an apartment use permit and zoning variation at 6416 Oliver Ave. and read the notice of hearing. Bruce Blindman, President of Edina Remodelers, appeared as applicant. H. W. Saterlund, 6425 Oliver Ave., noted that the neighbors had approved a similar apartment by petition several years ago. No persons appeared in opposi- tion. Motion by Jacobsen, seconded by Anderson, that the hearing be closed. All ayes - carried. Motion by Jacobsen, seconded by Law, that the council grant the apartment use peranit to construct one 14-unit apartment building (a11 two bedroom) at 6416 Oliver ~~~ -3~ Nov. 10, 1969 Ave. and a zoning variance which would allow less green area than required by our zoning ordinance. Bill No. 1969 (Kennel License) Bi11 No. 1969-11 entitled: "AMENDMENT TO SECTION 5.28, SUBDIVISION 3, OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD" was read by-the city attorney, the same being on file in the office of the city clerk. 08115 Mre Burtis, 7325 Fremont Ave,, appeared in interest. Bi11 ]Vo. 1969-12 (Purchase of City~Eguipment) Bi11 No. 1969-12 entitled: "ORDINANCE PROVIDING FOR THE PURCHASE, REPURCHASE AND ALLOCATIONS FOR CHARGES FOR USE OF CITY EQUIPMENT" was read by the city attorney, the same being on file in the office of the city clerk. Parking Prohibitions in Vicinity of High School A number of persons appeared in interest of parking prohibitions in the vicinity of the high school. Marian Robinson, 7032 Garfield Ave., asked what is to stop students from leaving school at noon and returning with their cars later. Vern Hubeck, 7020 Garfield Ave., suggested an additional restriction of no park- ing from noon to 2 p.m. David Berg, 6921 Pillsbury Ave., felt recommended restrictions would not be effective. Presentation of Plans for Wood Lake Dave Shafer of Brauer & Associates, gave a report updating their activities on the project at Wood Lake. Bob Quanbeck, architect, gave a pictoriA1 presentation of the buildings and 1 structures proposed for the Wood Lake development. Motion by Jacobsen, seconded by Law, that the council authorize the archi- tect to proceed with final designs and specifications on the buildings as pro- posed by Mr. Quanbeck. A11 ayes - carried. 10. Licenses 4~Shakey's $izza~ParZor,-Gopher Pizza Paul Hauge, attorney, appeared representing Shakey's Pizza Parlor-Gopher Pizza, Tnc. Mr. Richard Lupu, manager of the Twin City area Shakey's Pizza Parlors, also appeared. They requested that the council consider changing the ordinance allowing for corporate licensing on 3.2 beer licenses with removal of the resi- dency requirements. Motion by Jacobsen, seconded by Anderson, that the council request the 1 administration for a study on their request to be returr-.ed with an administrative recommendation.
