10-27-1969CITY OF RICHFIELD Regular Meeting Oct, 27, 19 69 The council of the City of Richfield met in regular session in the council chambers of the City Ha11, 6700 Portland Ave., Monday, October 27, 1959 at 7000 P. M. The invocation was given by Father Hagen of Church of the Assumption. The meeting was called to order by Mayor Olson, Present: Anderson, Jacobsen, Luettinger, Law and Olson. Permit for Underground TnTiring Thomas Grogan, 7133 Garfield Ave., appeared as applicant, for a permit to locate electrical service beneath the alley behind his house; such work being a part of the installation of a swimming pool on his property. Motion by Anderson, seconded by Jacobsen, that the council grant a permit to Thomas Grogan, 7133 Garfield Ave., to have electrical service beneath the alley abutting his property with the provision that he be responsible for any relocation and the restoring of the alley to its original condition, A11 ayes - carried. 9 Temporary Outdoor Advertising Signs & Banners m 7700 Lyndale Ave. Art Solberg, supervisor for Western Store Division, Continental Oil Co., appeared as applicant for a permit to use temporary advertising signs and banners at 7700 Lynds;le Ave. S. Motion by Jacobsen, seconded by Anderson, that the council grasnt a permit to A. E. Solberg of Continental Oil Co. to use temporary signs and banners at 7700 Lyndale Ave. S. until Dec. 1, 1969. All ayes - carried. 10. Liquor Store Study Committee Mike L~zorik, 6540 Emerson Ave., manager of the Heidelberg Restaurant in Richfield appeared in opposition to the proposed ordinance on liquor, Jim Rush, son of Heidelberg owner, Brooklyn Center, asked questions. Clifton Tnlood, 6601 Knox Ave., appeared. ~~~ m5~ Oct, 27, 1969 1 D. F. Mattson, 7227 Oakland Ave., appeared. Jim Swenson spoke in favor of ~ license fee lower than $10,000. Tom Price, 7421 Lyndale Ave., questioned the date of the special election. Bob Reddick, 7074 Oak Grove Blvd., spoke in 'behalf of the split liquor idea. Motion by Jacobsen, seconded by Anderson, that the council meet with the Liquor Study Committee on I'1~ursday, November 6th, at 8000 P. M. All ayes ~ carried, 11. Letter re Zoning on 66th St, Robert C. Johnson, 1612 W. 66th St., sippeared relative to a letter sent to the council on zoning of 66th St. The following persons appeared stating they had similar problems in attempts to sell property on 66th St,< Gordon Gustafson, Mound, Minn, owner of 1706 W. 66th St. Wa1ls:ce Falldin, 6601 Irving Ave, S. Cliff Wood, 6601 Knox Ave. John Taylor, 2008 W. 66th St. Motion by Law, seconded by Anderson, that the matter of 66th St, zoning be referred to the Planning Commission for further consideration and for a recommenm dation on zoning of property on 66th St, from Cedar Ave, to Xerxes Ave. A11 ayes carried. 12. Representative to Congress of Cities It wsis the consensus of opinion that the voting delegate to the 46th Annual Congress of Cities, San Diego, California, Dec, 1 to 5, 1969, should be Mayor 01son, with alternate delegate Councilman Jacobsen, 13. Bstimates Motion by Luettinger, seconded by Jacobsen, that the estimate mn City Project No. 587, sidewalk construction, to Sigmund Tenold be deferred until the next meeting. No. 586, concrete paving, estimate No. 3 and 90% complete. $5,325.31 All ayes - carried. Motion by Anderson, seconded by Jacobsen, that the following estimate be allowed: Arcon Construction Cq", City Proj. No. 568, storm sewer construction, Estimate ~r3 and 95% complete. $31,723.63 All ayes - carried. 14. Licenses - 1970 Motion by Luettinger, seconded by Anderson, that the council approve the 1970 license for soft drink for the Airport Pet Hospital, 6301 Cedar Ave. A11 ayes - carried. 15. The sentiment of the city council was favorable toward the creation of a Youth Council and several councilmen ex® pressed a desire to see proposed by-laws for a Youth Council before approving the Youth Commission's recommendation, 18. Vending Machines at City Ha11 The city manager requested permission to have the vending machines rem moved from the City Ha11 lobby and the council approved. 19.
