Oct, 13, 1969
The council of the City of Richfield met in regular session in the Council
Chambers of the City Ha11, 6700 Portland Ave,, Monday, Oct. 13, 1969 at 7:00 P. M,
Rev. Peter Unruh, Wooddale Baptist Church, gave the invocation.
The meeting was called to order by Mayor Olson.
Present: Anderson, Luettinger, Law and Olson.
Absent: Jacobsen (business trip, Louisville, Ky.)
1. Minutes
Motion by Anderson, seconded by Luettinger, that the minutes of the regular
meeting of September 22, 1969 be approved, corrected as follows:
Page 6, Item 16, add: "The administration gave a report, noting that
the applicant was operating without a license"
and "the applicant was not present".
Motion by Anderson, seconded by Luettinger, that the minutes of the special
meeting (budget hearing) of Sept. 30, 1969 be approved. All ayes m carried,

the city attorney, the same being on file in the office of the city cleric,

adopted by the council; that it be spread in the ordinance book; that it be

It being 7:15 PeMo Mayrox Olson called for the hearing on the application
of Thomas Grogan, 7133 Garfield Aveo, and read. the notice of hearings
Thomas Grogan appeared as applicants No persons appeared in opposition,
Motion by Anderson, seconded by Law, that the hearing be closedo A11 ayes -

Motion by Law, seconded by Anderson, that the council grant the zoning
variation to Thomas Grogan, 7133 Garfield Avea, to construct a swimming pool
on his property (7133 Garfield Avee) at a distance of 5 fte from the property
line instead of the required 10 ft, All ayes - carried, C-8101
50 Hearing - Zoning Variation '~ 7720 Fenn Aveo
It being 7:15 PeMe Mayor Olson called for the hearing on the application
of Marvin Wolfenson, Northwest Unit Investment Coo, for a zoning variation at
7720 Penn Aveo and read the notice of hearing,
Mro Wolfenson appeared as applicant, No one appeared in opposition,
Motion by Luettinger, seconded by Law, that the hearing be closed, A11

Motion by Anderson, seconded by Law, that the council grant the zoning
variance to Northwest Unit Investment Co, to construct an addition to an office
and recreational building at 7720 Penn Ave. with less distance between buildings
than required by the ordinance. C-8102
6. Liquor Study Committee Report
The city attorney reviewed the Liquor Study Committee's report and
answered inquiries on the question to be put to the voters.
Motion by Anderson, seconded by Law, that the council receive the report
of the Study Committee and set Oct, 27, 1969 as time for public discussion. A11

Motion by Luettinger, seconded by Law, that a special election on the
6th day of January, 1970, that the following resolution be adopted; that it be
spread in the resolution book and that it be made a part of these minutes:

8. Canvass of City Primary Election
Motion by Anderson, seconded by Luettinger, that the following resolution

9. Metropolitan Aircraft Sound Abatement Report
Lloyd V. Ziinton, Executive Director of the Metropolitan Aircraft Sound
Abatement Council reviewed the activities of the organization and program.
John Richter spoke in interest of Mr. Hinton's report and also reported
on the citizens' group activities. C-8104.
10. New Ford Town Organization
~Iarvey Danielson, chairman of the New Ford Town Residents' Organization
reported on the activities of his organization and presented a copy of their
by-Laws. C-8105

11. Licenses - Golden West Steaks
Paul Larson, manager of Golden West Steaks, appeared in interest.
Motion by Anderson, seconded by Luettinger, that the council grant
licenses for food, soft drink and cigarettes to Golden West Steaks, 6345
Penn Ave, S, A11 ayes - carried,
12. Special Request for Ordinance Change
Richard B. Burtis, 7325 Fremont Ave., made a request for a change in the
ordinance regulating the issuance of residential kennel licenses, as to ap-
proval of abutting property owners.
Motion by Luettinger, seconded by Anderson, that the council request the
city attorney to draw up an ordinance amendment on consent of abutting property
owners on an application for residential kennel license whereby the leek of an
abutting property owner's consent would not prevent the issuance of a residen-
tial kennel license. All ayes - carried,
13, Relating to Release of Bond on Off-St. Parking
Motion by Anderson, seconded by Luettinger, that the following resolution
