The council of the City of Richfield met in regular session in the council
chambers of the City Ha11, 6700 Portland Ave., Monday, Sept. 8, 1969, at 7:00 P. M.

The meeting was called to. order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Law and Olson.
Absent: None.

Motion by Anderson, seconded by Jacobsen, that the m~.nutes of the regular
meeting of Sept. 8, 1969 be approved. A11 ayes - carried.
Motion by Anderson, seconded by Jacobsen, that the minutes of the special
meeting of Aug. 28th, 1969 be approved. All ayes - carried.

3. Proclamation
Mayor Olson signed a proclamation designating a week in September as YMCA
Indian Guides Week. Donald Parry appeared representing the YMCA Indian Guides.

It being 7:15 P.M. Mayor Olson called for the hearing on the applica-
tion of Wooddale Baptist Church, 7101 Nicollet Ave., for a special use permit
and read the notice of hearing.
Gi11 Okerstrom, 8$11 Crescoe Road, Bloomington, appeared representing
the church.
Robert Gordon, 6937 Nicollet Ave., spoke in opposition.

Motion by Anderson, seconded by Luettinger, that the council grant the
licenses for Eddie Arnold's Chicken Shop, 6341 Penn Ave., for food and soft

11. Bill No. 1969-9 - Misdemeanor Penalties
Bi11 No. 1969-9 entitled: "AMENDMENT TO CHAPTER 1, SECTION 1,10, SUBDIVISION 1
