CITY OF RICHFIELD Regular Meeting July 28, 1969 The council of the City of Richfield suet in regular session in the council chambers of the City Ha11, 6700 Portland Ave., Monday, July 28, 1969, at 7:00 P.M. Dr. Robert W. Dickson, Hope Presbyterian Church, gave the invocation. `.fie meeting was called! to ®~d1e~r by Mayor 01son. Present: Jacobsen, Luettinger, Law and 01son. Absent: Anderson (on~vacation trip) 1. Minutes Motion~by Luettinger, seconded by Jacobsen, that minutes of the regular meet- ing of July 14, 19b9, be approved, corrected .as follows: Page 3--Item 6--Add stipulation, "No lighting to shine on•adjacent property". Page 8--~~4 in Item 18 to .be listed .even though unapproved. (Authority of Executive Committee to-snake interim policy changes). A11 ayes - carried. 2. Reports Motion by Jacobsen, seconded by Law, that the following report be accepted and filed: 1968 Year End Liquor Stares Report C-8075 All ayes o carried. 3. Appointment of Study Committee on Split Liquor Question Councilman Law nominated Mayor Olson as representative from the council on the Study Committee for the wording of .an ordinance to regulate the issuance of five private liquor licenses and for wording the question for the special elec- t3.on ballot. Motion by Jacobsen, .seconded .by Luettinger, that the nominations be closed. All ayes carried. ~~ m2- July 28, 1969 Motion by Luettinger, seconded by Jacobsen, that a unanimous ballot be cast for Stanley Olson. A11 ayes -carried. Councilman Luettinger nominated Gordon Sanders as a member at large on the Study Committee. Councilman Jacobsen nominated Kermit Randall as a member at large on the Study Coo»ittee. Motion by Law, seconded by Luettinger, that the nominations be closed. All ayes - carried. Motion by Luettinger, seconded by Jacobsen, that a unanimous ballot be cast for Gordon Sanders .and Kermit Randall as members at large on the Study Committee. A11 ayes - carried. 4. Hearing -Rezoning - 6525 Emerson Ave. It being 7:15 P.M. Mayor Olson :called for the hearing on the .application of Wuttke Corporation, 6750 France Ave,, to rezone property at 6525 Penn Ave. and read the notice of hearing. Mr. Wuttke appeared as applicant. No persons appeared in opposition or in favor of the application. Motion by Jacobsen, seconded by Law, that the hearing be closed. A11 ayes m carried. Motion by Luettinger, seconded by Law, that the rezoning request of Wuttke Corporation, 6750 France Aver be denied. All ayes ~ carried. 7. Hearing - City Project No. 591A (Curb & Gutter) It being 7:15 F.M. Mayor 01son called for the hearing on City Project No. 591A--Curb & Gutter aonstruct3on on both sides of Oliver Ave, from 76th to 77th St, and read the notice of hearing. The manager presented a petition in opposition to City Proj. ~~591A. C=8076 The following persons appeared: Mr. & Mrs. Grabowski 762$ Oliver Ave> (opposed) Glen Lien 7638 Oliver Ave. (opposed) Motion by Law, seconded by Jacobsen, that the council deny the construction of City Project No. 591A (concrete curb and gutter on Oliver Ave. between 76th and 77th St.) A11 ayes - carried. Motion by Jacobsen, seconded by Law, that the paving of Oliver Ave, be inm eluded in~the public improvement hearings in~the fa11. All ayes m.carried. 1 -4- July 28, 1969 ~~ ~ _'. 8. Hearing -Special Use Permit - 512 W, 78th St, It being 7:15 P.M. Mayor Olson called for the hearing on~the application of Opportunity Workshop, 512 W. 78th St,, for a special use permit and read the notice of hearing. Mervin Healy appeared representing the applicant, Opportunity Workshop. No persons appeared in opposition. Motion by Jacobsen, seconded by Luettinger, that-the hearing be closed. A11 ayes - carried. Motion by Luettinger that the council grant. the request of Opportunity Work shop for a special use permit far a directional sign near Lyndale Ave. and the Frontage Road. Motion withdrawn. Motion by Law, seconded by Luettinger, that the council defer action on L _J the application of Opportunity Workshop for a special use permit until September 22nd pending receipt of an administrative report on the naming of the North 494 Service Road and directional sign regulations. A11 ayes m carried. 9. Hearing -Special Use Permit -7600 1st Ave. It being 7:15 P.M. Mayor Olsan~called for the hearing on the request of Mrs. Elsie Lundgren, 7600 ~.st Ave., for a special use permit to operate a rooming house and read the notice of hearing. Mrs, Elsie Lundgren appeared as applicant, The following persons appeared in favor of the special use permit: Richard E. Johnson Gary Ha11 6800 2nd Ave. S, 7614 1st Ave. S, Motion by Jacobsen, seconded by Luettinger, that the hearing be closed, A11 ayes m carried. Motion by Jacobsen, seconded by Law, that the council grant the special use 1 permit to Mrs. Elsie Lundgren, 7600 1st Ave. S., to operate a rooming .house for fi -5- July 28, 1969 six persons far a period of five years due to a hardship condition. A11 ayes o carried.. C-8077 Motion by Luettinger, that an amendment be made to the above motion to operate a rooming .house for four persons. Motion lost for the lack of a second. Nation by Olson, seconded by Luettinger, that the c®uncil request the ad- m~,n~,sr~ration to prepare a arepo:zt shawing .housing code requirements on basement usage in other municipalities and from the federal government, report to be made Nov. 1969.
