04-22-1968-1 CITY OF RICHFIELD Regular Meeting April 22, 1968 The council of the City of Richfield met in regular session, in the council chambers of the City Hall, 6700 Portland Ave., Monday, April 22, 1968, at 7100 P.M. Rev. Peter Unruh, Wooddale Baptist Church, gave the invocation. The meeting was called to order by President promtem Randall. Present: Anderson, Jacobsen, Luettinger and Randal. Absent:. Mayor Olson., (In Washington, D.C. on business) 1. Minutes Motion by Jacobsen, seconded by Luettinger, that minutes of the regular meeting of April 8th be approved, corrected as followst Add record of attendance at the meeting on first page. Report Motion by Anderson, seconded by Jacobsen, that the following reports be accepted and filed: Hennepin County Nursing report, Jan. 1968 C -7821 Feb. 1968 C -7822 All ayes - carried. 3. Proposed Agreement for Joint Use of Police Personnel & E5uipment Sheriff Omodt appeared and gave a summary of the proposal. Chief Johnson and Captain LaMettry appeared in favor. Motion by Luettinger, seconded by Randall, that this matter be deferred again until the next meeting when a vote can be taken by the full council. All ayes ® carried. 4. Board of Review Date Approved Motion by Jacobsen, seconded by Randal,ly that the oouncil approve the ®2- Apr. 22, 1968 date for the Board of Review as July 9, 19689 setting the time at 7 :00 P.M. All ayes carried. 5• Hearing _ Adjustment & Appeals - 6227 Pleasant Ave. It being 7.15 P.X. President pro ®tem Randall called for the hearing on the application of I. Ridker, 3028 firing Ave.., for a zoning variation at 6226 Pleasant Ave& and read the notice of hearing. James M. Cooperman., architect, appeared; Mrs, Cohen, applicant's daughters appeared; and Wes Borgeson appeared representing the Planning Commission. No one appeared in opposition* Motion by Jacobsen,, seconded by Luettinger9 that the hearing be closed, All ayes ® carried, Motion by Anderson,, seconded by Jacobsen., that the,council grant the zoning variation to I* Ridker,, 3028 Wing Ave., So.., (ID. side of tracks) to construct an 18 unit apartment building--all one bedroom - -with more units than permitted by the density requirements of Ord* #2.039 also with less green space than is required by Ord. 2.03; permit issued subject to the three stipulations of the Planning Commission outlined in the report, Case #68 -3 (1) dated March 199 1968. President promtem Randall called for the hearing on the application of I. Ridker,, 3028 Erring Ave.,, for the vacation of a street and read the notice of hearing. Motion by Anderson,, seconded by Jacobsen,, that the hearing be closed. All ayes - carried., Motion by Jacobsen., seconded by Anderson., that the following resolution Apr. 22, 1968 Motion by Jacobsen., seconded by Anderson, that the council accept the low bid of Hadtrath ®Katz- Ponsford, Inc.., for $39458000 as recommended by the acting manager. 14. Bids - Dugouts Motion by Anderson., seconded by Luettinger., that the minutes of the bid- opening of April 8, 1968 on dugouts for baseball field be approved. All ayes - carried. C -7830 A tabulation of bids was presented together witl. a recommendation for award. Motion by Anderson., seconded by Lue ttinger, that the council accept the low bid of Henry T. Peterson Co. for $3700 as recommended by the acting mana- ger. All ayes - carried. 15. Y.W.C.A. Use of Pool A letter from the Y.W.C.A. dated April 4,, 1968 was read requesting use of the pool this summer as they have in the past. 6-7831 Harold Lee, chairman of the Y.W.C.A. Parents' Group, appeared. Motion by Jacobsen., seconded by Luettinger, that the council approve the use of the swimming pool for the Y.W.C.A. subject to the same stipulations as last year to be included in the agreement. All ayes - carried. 16. Off - Street Parking Contract - 7720 Wentworth Ave. Motion by Jacobsen, seconded by Anderson., that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutest.
