10-06-1967CI1Y OF RI~HFIEI.D Ad3ourned Meeting Oct. 6, 1967 The counca.l of -the City pf Richffield met in ad3ourt~ed session on Friday, Oct. 6, 1967 in accordance with action taken at the meeting of October 2nd, in the council chambers of the City Hail, 6700 Fortland Ave. The meeting was called to oxder by Mayer Olson. Present: Anderson, Jacobsen, luettinger, Randall and Olson. Absent: None, A discussion was he id on professional planner as opposed to staff planner. Dorothy Johnson, 7121 W. Lakeshore Arive, thought that the Plane:ing Com- mission needed a planner. Motion by Olson, seconded by Jacobsen, that the council approve a $360Q retainer fee for. Dean Lund .appeared. representing thQ Metropolitan section of the league of Minnesota Municipalities regarding salary discussion and future plans of League on studies. -2~ Oct. 6, 1967 .The council recessed for five minutes and then reconvened with all members present. The manager presented a proposal for 7% t©tai sa~.ary increase t© take in cost of living increase, across the board increase, and certa.i.n ad,~ustments in position classification. Bob McPherson representing Local Unio~t #49 -sp©ke regarding sai.aries. Ron Richardson represented the Pcvlice Federatican requestng_ a 2% upgrades ing and regrading of dispatch officers. Councilman Luettinger expressed minority interest. Bill Reischei represented International, Ass.•n Qf Fire Fighters Local. Motion by Jacobsen, seconded by Anderson, that two lounge chairs amount- ing to approximately $1S0 be added to capital wutlay for the fire depar#ment. Chief Poulter stated the request for the two new men was because of the aerial ladder truck and would not be for any reduction in work week. Clayton Egsgaard explained the need for the additionaX.man in the ?'ark Dept. Bi11 Reischei spoke against the 2~ longevity. Wes Borgeson spoke comparing federal employee benefits and stated-.that the total picture should be looked at. The inspection and health department were spoken o~ by the council as to be upgraded, Leo ,jolly asked that the superintendents of park and street be given consideration, Motion by Luettinger, seconded by Jacobsen, that a .3.3~o cost .of living increase be given to permanent employees. Carried, Councilman Luettinger asked the record to show that he prefers a 50-50 parti- cipation the first year, Motion by Anderson, seconded by Jacobsen, that a 2% longevity increase be given for five year employees to the 1967 wage before the cost of living, as recommended by the manager. Motion by Jacobsen, seconded by Anderson, that a l% longevity increase be given for five years to the 1967 wage before the cost of living. Motion by Randall,. seconded by Jacobsen, that $1000 be reduced from-the Civil Defense contractual services expense. All ayes - carried. Motion by Luettinger, seconded by Jacobsen, that the council approve the purchase of a boom truck for the street department. Motion by Jacobsen, seconded by Randall, that the council approve the addition of one man for Park Department public works maintenance man. All Byes -.Carried, Chief Poulter explained the request for the two men would be to fill the present force without any work week reduction, with the future needs to be 42 men as an ultimate total. Motion by Jacobsen, that the council approve the addition of three men from July 1st on. No second to the motion. Motion by Rand all that the council approve two men for man power and one to reduce work week® No second to the motion, Motion by Luettinger that three men be"added to the Fare Dept, to begin Sept. lsto two for man power and one to reduce the work week. Ali ayes - carried. Bill Reischel spoke in opposition and asked where the five year work reduc- tion program was. Councilman Luettinger added that the fire chief sh®uld have right t© place the men where he-needs them.
