Revd Lapse of Baptist Church of Our Saviour, gave the invocation, Presents Anderson, Jacobsen, Luettinger, Randai~. and Oison. Absents None. 1, minutes. Motion by Luettinger, seconded by Jacobsen, that the minutes of the meeting of August 28, 1967 be approvedo Ali ayes. m carried, 2, Reports 9 motion by Anderson, seconded by Luettinger, that the following reports be ~.ccepted and filed: Henn. Rooney appeared as applicant; Joe Nelson represented Testae-Freeze, motion by Randall, seconded by Jacobsen, that the council, authorize the clerk to advertise a hearing on the application of G. A, Rooney for a special use permit at 1415 B. b6th St.e hearing to be Oct,'23, 1967 in order to allow titmr far the application to be considered by the Planning Commission, Ail ayes carried, 4a .Set-Date of Hearing - Special Use Permit - 7444 Lyndale Ave, Ray Jones represented the applicantg Don Blaze explained .the operation.. Ail ayes ~ carried. S. Hearing Opening Red. Owl Driveway It being 7:15 'P.M. Mayor Olson called for the hearing on the application ~»f R~~ ~~~. Store, 66th ~ IVica~llet Ave., to open driveway ~,nd read tYne notice of hearing. John Loper appeared as applicant representing Red Owl Stores. Herb Olson, 6638 1st Ave., pgesented a remons~Irance petition and spoke in ®bjection to opening a driveuray on 1st Ave. C-7290 Gordon Harder, 6632 1st Ave., spoke on the Red Owl agreement of 1952 and asked that it be honored and remain in force. He also objected to the proposed traffic flow. Clifford Phernetton, 6621 1st Ave., objected and complained of the way the property is .kept. Larry Gebro, 6624 1st Ave., objected to the unsight],iness of the Red Owl property as well as the proposed opening. Stan eraser, 6627 1st Ave., questioned the probable customer parking on 1st Ave. John Loper answered that the housekeeping was the responsibility of the local store manager. the costs of the proposed signals are to be borne by the county with the city to furnish the easement. ~.he attorney stated that the present agreement between the city and Red Owl is binding but could be mutually modified. Motion by Jacobsen, seconded by Anderson, that the hearing be closed. All ayes - carried. Motion by Anderson, seconded by Jacobsen, that the request by the Red Owl m3- Sept.. 4,18 1967 Store, 66th ~ Nicollet Ave., to open a driveway on 1st Ave. on the store's parking lot be defi~ied because of being tied in with the easement, the plans of the cut ~ be worked out v~ith the residents@ All ayes carried. 6. Hearing - Vs,cation of Portion of Alley Mayor Olson called for the hearing ova the petit~,on to vacate a portion of the w~ fey located be~rQeaa 5th Aveo and Portland A.ve© from 73rd St© to 74th St. and read the notice of hearing. C-7291 Stuart Gale, attorney, represented the property owners in the area who petitioned for the vacating of the alley. Harold Holdem, 7337 Portland Ave., requested that the 14 f t. strip re- main open until it is petitioned to become an alley. Mrs. Golden also appeared in favor. Peter Kern, 7334 5th Ave., was in favor. Mrs. Ro Lundquist, 7321 Por tiand Aveo, appeared. Mrs. Kenneth Anders®n, 7305 5th Ave., appeared, Al McKenzie, 7340 Portland Ave., wanted to leave the alley as is. Motion by Luettinger, seconded by Randall, that tk~e hearing be closed.
