A discussion was held on the possible three permits at one establishment.
Lee Poulter, fire chief, explained provisions of the code.
Bob Franstrom inquired about application to industrial establishments.

5. Set Date of Hearing m Vacation of Portion of Alley
Motion by Anderson, seconded by Luettinger, that the council authorize the
clerk to advertise a hearing on the vacation of a portion of the alley at nth Ave.,
Portland Ave „ from 73rd to 74th; hearing to be June 12, 1967. A11 ayes -

6. Cali for Bids o Mast Arms at 65th & Lyndale Ave.
Motion by Randall, seconded by Anderson, that the council authorize a
call for bids on mast arm signals at 65th & Lyndale Ave.y bids to be opened
June 1, 1967. All ayes m carried,
7. Hearing - Spec, Use Permit e 7600 Lyndale Ave.
It being 7;15 F.M. Mayor Olson called for the hearing on the application
of Champion Auto Stores and Clyde Melton for a special use permit at 7600 Lyndale
Ave. and read the notice of hearing.
Robert Rose appeared as appiicant for Champion Auto Stores, 6611 i:yndal,e
Ave. The permit under consideration is for the garage portion of the building.
Jerry Ulrich, 7601 Aldrich Ave., asked for assurance on no disturbance
or nuisance noise. The attorney stated that this would be handled in the regu-
lar course with other complaints.
Mrs. Ness, 7638 Aldrich Ave., appeared.
Motion by Anderson,.seconded by Randall, that the hearing be closed.
All ayes - carried.
Motion by Anderson, seconded by Randall, that the council grant the special
use permit amended as follows to Clyde Melton, 6539 Cedar Ave. and Champion Auto
Stores, 6611 Lyndale Ave., to locate an auto parts and accessories store with
repair garage at ?600 Lyndale Ave. Ali ayes =carried.
Motion by I;uettinger, seconded by Olson, that the above motion be amended
to include 9x00 P.M. as maximum hour for weep-day operation and na operation on
Sunday. Motion passed as amended.
8. Commercial Bld Permit m 7744 Penn Ave.
Motion by Luettinger, seconded by Randall, that consideration of the commer-
cial building permit application at 7744 Penn Ave. be deferred until the Murphy

Oii Corp,, 621 N, Lilac Drive, is ready to submit their plans. All ayes -
carried,
9, Commercial Bldg. Permit - 6237 Penn Ave,
Ralph Rutledge and Mr. Brace appeared explaining that the building addi-
tion would be of masonry and steel to match the present structure.
Motion by Luettinger, seconded by Randall, that the council grant the
commercial building permit to Brace, Inca, 6237 Penn Ave. for an addition to
the existing building for storage. All ayes -carried. C-7b08
Motion by Luettinger, seconded by Randall, that the council grant tents-
tive approval to~ the off-street parking layout at 6237 Penn Ave. All ayes -~

10. Hearing ~ Vacation of Street -Aldrich Ave.--77 to Hwy. 494
It being ?015 P.M, Mayor Olson called for the hearing on the vacat~..on
of Aldrich Ave. from 77~ St, to Hwy, #494 Service Rd. and read the notice of
hearing .
Bob Adelmann and Jens Anderson appeared, Mr, Adelmann stated they would
stand all expense connected with the vacation of this street.
Motion by Randall, seconded by Anderson,.that the hearing be closed.

Motion by Randall, seconded by Anderson, that the council approve the
vacation of Aldrich Ave, from 77~ St. to Hwy, #494 Service Road with the fo1~
lowing stipulationsa An agreement on hydrants be preparedB that easements be
furnished to Northern States Power Co, and a copy be furnished to the citye
that an easement be ob tained for a water line=-all easements at no expense to

plicant.
Motion by Anderson, seconded by Luettinger, that the council grant the
sign permit for a sign with constant lighting to Naegele Adv. Co., 1700 W.
78th St. and Kenny's Suzuki, 6520 Lyndale Ave., for a sign at 6520 Lyndale
t~ve. All ayes -carried.
12. Outdoor Adv. Sign.- 6500 Nicollet Ave.
Motion by Anders an, seconded by Randall, that the council defer act~ign
on. the application for a roof sign at 65Q0 Nicollet Ave. to May 22nd as re-
quested in the letter from Naegele Adv. Co. in their letter of May 5, 1967.
All ayes - carried.
13. Outdoor Adv. Sign ~ 7744 Penn Ave.
Motion by Anderson, seconded by Luettinger, that the council defer action
on the application for a pedestal sign at 7744 Penn Ave, until the applica-
tion is included on a later agenda. .A 11 ayes ~ carried.
14, Drainage Problem 65th & Lyndale Ave.

Mr. Ahlquist appeared. He Mated that he would install the .necessary

storm sewer at his e~epense if the city would assume its maintenance and obtain
the necessary easements, The engineer saw no objection to this,
Motion by Randalls seconded by Luettinger, that a~ written statement be
furnished by Mr, Ahlquist that he would construct a sewexs and that property
owners to the north be notified and easements be obtained. All ayes _ carried..
15. Traffic Control Signs ~ 70th & Russell Ave./
A report from the city engineer and police chief dated May 8, 1967 was
read in which they did not recommend traffic signs at this intersection.
John Mattisons 6944 Russell Ave,, spoke in favor of signs.
Motion by Anderson, seconded by Luettingers that three standaxd "Ch~.ldren"
signs be installed in this areas All ayes - carried.
16. Request for.Permission to Plant Trees
Harlan Carlson, 6544 5th Ave.s appeared, in support of his request.
Motion by Randall that the council grant permission to plant trees with
type and spacing to be left to the approval of the administrations considering
the lake view. No second to the motion. The attorney stated that any trees
planted here on the boulevard would be at the disposal of the city.
Motion by Randalls seconded by Luettingers that the council giant pexmis-
sion for Harlan Carisons 6544 5th Ave,s to plant Russian Olive ;° trees at ten
foot intervals on the boulevard of his property along 66th St,

Motion by Anderson that all bids be rejected. No second to the motion,

of Peter Pirsch & Sons for an 85e ladder truck less the accessory equipment -for
a total of $47,9219 and $29421,00 additional money to be transferred from the
contingency appropriation.

The administrative assistant explained the proposal for increased family
rates and fees to outside residents,
Irv Keldsen spoke in opposition to increased rates or of sale of tickets
to residents outside Richfield,
'6~es Borgeson spoke in opposition to any increase in rates.
Motion by Anderson9 seconded by Luettinger9 that the council authorize
the same rates as were charged in 1966, All ayes carried,
Fred Amram spoke in favor of the same fees,
George Molina9 president of Blooming ton Aquatic Club9 stated that the
.S t, Louis Park group would riot be asking for use of the pool this yeas and .
explained the.Bioomington.Club request.

suggested guidelines for issuing commercial building and sign permits with
final determination in areas of disagreement be presented to and made by the
councils Ail ayes carried.
Ja Ra Snyder representing the Planning Commission, appeared with questions
regarding certif icatio ns on signs.
22. Jaycees in Lake and Park ~1evelo.pmegt
Motion by Randall that the report from the city engineer dated May 4,
1967 be accepted and filed, and that a meeting be arranged with the Jaycees.
