Regular Meeting
December 27, 1966
The Council of the City. of Richfield met in regular session in the
council chambers of the City Hall, 6700 Portland Ave., Tuesday, December
27, 1966 at ?S00 P.M.
The meeting was called to order by Mayor Olson.
-Rev. James F. Riley, St. Nicholas Bpiscopal Church, gave the invoca-
tion.
Present: Andersop~ Jacobsen, Luettinger, Randall and Oisone
Absent: None.

Motion by Anderson seconded by Jacobsen, that the minutes of the regu-
lar meeting of December 14, 1966 be approved. Ail ayes - carried.

3. Authorize Ca~.r for Bids - Paper. Bags
Motion by Jacobsen, seconded by Luettinger, that the council authorize
the clerk to advertise for bids on paper bags for the liquor stores; bids to
be opened January 18, 19E7. Ali ayes - carried.
4. Bids - Ice Control' Sander .
Motion by Jacobsen, seconded by Anderson, that the minutes of the bid-
opening, December 21~ 1966, on an ice control sander (hopper type) be approved.

Motion by Randall, seconded bq Anderson, that the council accept the
bid of Arrow Equipment Co. for $2,197,50 as the lowest bid meeting specifics-.

Motion by Luettinger, seconded Jacobsen, that the minutes of the bid-
opening, t?ec.'?~ 1966, on woxkman's compensation insurance, be approved. .Ali

The manager presented a tabulation of the bids together with his r ecom-
mendation for award.
Phil Peterson, administrative assistant, explained the recommendation of
the manages.
Vern Knudson represented Lyndale Agencq and asked for the bid award as
a taxpayer and resident of the city.
Dick Bresfirup, 7539 Clinton Ave., appeared representing Marsh-Mr.Lennan
Ins. Co.
Steve Rukavina 7339 1Sth-Ave., appeared representing Employer's Mutual
of Wausau and requested~ac~eptance of their fiat dividend plan.
Norman Neai, 8924 10th Ave., represented Federated Mutual Ins. Co.
Bill Kewex'represented the Century Insurance Co.
After considerable discussion, a motion was made by Randall, seconded
by Luettinger, that the council consider the fixed dividend plan.
Poll of votes; Ayes - Jacobsen, Luettinger and Rand all. Nays -Anderson and
.Olson. Absent ~ none. Carried.
Motion by Randall seconded~by Anderson, that the. award be made to
Marsh-McLennan Ii~c. as low bidder of .the f~.xed dividend plan. All ayes - carried.

The question,of whether gas sales were incidental to the operation was dis-
cussed, as welS as car stack up, egress and ingress. .
Mr. Yoss, owner of the bowling alley appeared in interest.
The council requested the administration to look into and report back on
the Bloomington ~~d 5t, Paui ordinance changes.
The number ~~~cars buying-gas but not having cars washed was questioned.
How. this business. can operate under the existing ordinance is the question, and
.~ an answer to be provided before further council consideration.
13. Licenses
The unsight~,y conditions of the Skelly station at 7701 Lyndaie Ave.. was
discussed. Motio.n~ by Olson, seconded by Jacobsen, that the council defer action
on the Skelly station licenses_in order to have a report by the administration
on compliance w3t~h all ordinances,
The removal 'of the building on the property of Charles Adams on Lyndaie
Ave.. was discuss~d?~
Motion by Jacobsen, seconded by Luettinger, that ail licenses be granted
