The mayor read several communications relative to this special use permit application-inc lading a letter from the Richfield school boards a memorandum from the engineer and a memorandum from the police department. Pred Watson appeared as applicant. ,The question of need for a traffic signal at the intersection of both & Penn Ave. was discussed. Mr. Watson presented an alternate plan to direct the traffic out on t~ 64th St; The original plan is to have Penn Ave. as outlet. Kenneth Applebaum, applicant, appeared. A petition of approval-signed by ?7~ of the owners in the. area was presented, C-7475 No vne appeared in opposition. Hearing - Adjustmexrt & Appeals - 7420 Cedar Ave. The above entitled hearing on a zoning variance at 7420 Cedar Ave.-was unnecessary since all requiremen is are covered. 9. Hearing - Adjusfinent & Appeals - 6512 Oliver Aye. It being 715 P.M. Mayot Olson called for the hearing on the appiica- tion of Laridey*s Camping Center, 6501 Penn Ave.., for a zoning variation at 6512 Oliver Ave. and read the notice of hearing. 1 -5- November 28, 1966 Mr. Landey appeared as applicant explaining the need for a six foot fence as requested by the neighbors. ' The city attorney explained that this request was not in the usual catagorq of off-street parking; it does not involve customer parking but rather the storage of trailers; allowing this business on multiple residence zoned property, it cant be adequately screened without a fence, and that fence fs .. in violation of the oardinance on set-back. The question here is whetliex or not the fence should extend out begond the set-back or not. Lloyd Jensen, 6511 Oliver Ave., appeared, favoring the fence set-back in conformance with the. other properties in the block. Mr. Jensen was spokes- man for 8 other homes and 8 multiple dwellings. Motion by Randall, seconded by Jacobsen, that the hearing be closed. All ayes - carried. Motion by Randall, seconded by Luettinger, that the council deny the zoning variation for Landey's Camping Center, 6501 Penn Ave., to permit a six f~t. fence in violation to Ord. #2.03. All ayes -carried. The council recessed for five minutes and then reconvened with ail members present. 10. Commercial Bidg. Permit.- 2100 W. 78th St. Douglas Schweiz, appeared representing Schmalz Bros., applicants,-for a 50x36 building of concrete block, backing up to a 5 foot wall, building to be a f our stall garage with overhead doors far simonizing amd washing of cars. Motion by Jacobsen, seconded by Anderson, that the council grant the commercial building permit to Schweiz Bros., 2100 W. 7$th St., for a four-stall garage at 2100 W. 78th St. Ali ayes -carried. C-747? 1 -6- Nov. 28, 1966 li, Improvement.. Permit..fo~_Off -St. Parking - 6944 Nicoilet Ave, Bill Soules appeared representing the applicant, Continental 031 Co. and Mr. Matthews, ies~ee. Mr. Soules outlined the situation explaining that the applicant wished to improve-the property with drainage, surfacing, barrier curb and screening, plus stripipg; the parking involved 2 furnitu~ce vans, 2 refrigerated trucks, 2 lawn service trucks and 1 pick-up truck. Considerable discussion took place on intensif ication of use and ex- tension of use. 1'l~e attorney gave an opinion that we do not have an ordinance that of prohibits the parking/vehicles at service stations but this amounts to prey empting of parking. Bruce Hoyt, 6939 Blaisdell Ave.,. appeared representing himself and neighbors at 6933 Blaisdell; 6936 Nicoil~et and 12 W. 70th St., all ob3ecting to the parking of the .large trucks. Motion by Randall, seconded by Luettinger, that the council d eny the reaiuest of Continentiai Oil Co. and Mr. Matthews, 6944 Nicoilet Ave. to improve the off~treet parking to allow the parking of approximatelq 8 trucks on the property. Mayor Olson favored up-grading of property; had no objection to .servicing .limited number of trucks in N.W. corner but did ob3ect to storage pf lags trucks. Jacobsens Over the years this has been a blighted area; since present lessee's ®ccupany it has changed considerably, but he ob3ected to storage of large vans. J. Henshei appeared representing the applicant. Motion by Jacobsen, seconded by Luettinger, that the council grant the sign permit to G & R Cleaners, 15C1"Nicoilet Ave. and Nordquist Sign Co., 312 W. Lake St., to erect a sign at 7701 Portland Ave., sub3ect to an eleven P.M. turn-off. A11 ayes- carried. 13. Outdoor Advertising Sign - 2100 1V. 78th. 5t. Jim Ruvelson represented the applicant, Macey Signs, Inc. Douglas Schmelz also appeared as owner. Motion by Jacobsen, seconded bq Randall, that the council gratrt the sign permit to Schmelz Bros. and Macey Signs, Inc., to erect a sign 327 ft. ~lor~r, set back 126 ft. from the property line, with a fence. of decorative concrete block, to be ins tailed along the property line on 77th St. at edge of property, 6 ft. high, plus the dedication of a right-of way for the frontage rhad at no cost to the city. Outdoor Advertisin~Sign - 2913 W. 66th St.~ Bverett Noreli appeared for the applicant, Phillips Petroleum, re- questing two temporary signs. Motion by Anderson, seconded. by Jacobsen, that the council apprpve two temporary signs .for 60 days, with the location o~ the "A" sign to be determined by the engineering department. Outdoor Advertising Sign - 6412 Lgndale Ave. Mr. Rutman appeared as applicants explaining the proposed location of each of the signs: one north and one south of the buildings. Motion by Olson, seconded bq Jacobsen, that the council approve the sign permits for two temporary signs at 6412 Lyndale Ave., sub3ect to inter- pretation of ordinance, in their placement with engineering department. A11 ayes - carried. 16, Preservation of Keefe House ~- 69th & Lyndale. Mrs. Merwin Anderson, 7011 Knox Ave:, appeared representing the Minne- sots Valley tNomen~s Club. She read a report explaining the a,ssociation•s wish to restore and preserve the former Keefe house at 69th and Lyndale Ave. The attorney opined that, in order that any expenditure for such a pro3ect would be legal, this would have to be a 3oint pro3eGt with the school board. Motion by Olson, seconded by Jacobsen, that the council defer any ac- tion on this matter until the school board determines whether or not they intend to retain the building at its present site, and t$at encouragement be give to the MiYrnesota Valley Association in its effoxts, .Ali ayes - carried. 17. 193scussion on Results of Advisory Vote Mayor Olson read retixrns of the advisory vote held at the Nov. $, 1966 election. Charles R, Burroughs, 2012 W. 68th St., appeared as spokesman for the Richf field Lakes Improvement Association which included 38 families. He expressed their ob,~ectives and urged that the improvement of Wood lake be considered first.. The administration brought out the fact .that ail property had been ac- gaited around Legion Lake and ail but two parcels had been puxchased surrounding -9- November 28, 1966 Woodlake, basically for park development. The following persons appeared and spoke: Mr. Addiss, 6$40 Russell Ave,, Mr. Nevius, 6615 Lynwood Blvd, and Mrs. 8. P, Dick, 6815 Humboldt Ave., wl~o favored iNoodiake development. Councilman Luettinger inquired as to what had been dune about ac- quiring M.A.C. property for a go if course. The manager said that negotiations had been accomplished up to the point of leasing, Mr. Krueger, 6509 5th Ave., questioned about sustaining a golfcourse. CouncilmanyAnderson, Councilman Randall and Couriciimar~ Jacobsen all voiced ob3ection to having a golf course on Woodlake. Mr, Davis, 7016 Oak Grove Bivd, and Ted Farrington of Richfield News both spoke for developing Woodiake. Ray Bauman, 6506 5th Ave., questioned where water would come from. Mr. Addis suggested whichever lake be improved, to get one completed is im~rortant. Herbert Gardner, 6617 Lynwood Bivd., favored developing Woodiake. Motion by Olson, seconded by Luettinger, that the city begin to work toward lake. development as the next capital improvement by establishing prior- sties in the following order: 1. Woodlake 2. Lyn4ale Ave., appeared, stating that his companq had entered into a purchase agree- ment with the people who own the Rramer farm, and outlined their proposed development by an apartment complex. Clarence Johnson, attorney for the Rramers, spoke. Robert Abrams, 7626 Sheridan Ave:, approved of proposed development but recommended that the parking area be lengthened to enlarge the buffer area. Joe Jensen, 7621 Penn Ave., spoke for the development, only ob3ect- ing to the five dr~ateways on Penn Ave. Mr. Lundberg of Murphy Oii Co, spoke, describing the service station portion of the development. Zoning changes and density were discussed. Motion by Anderson, seconded by Jacobsen, that plans for this deveiop- meat be presented to the Planning Commission for study with the first reading of the proposed. zoning amendment to be December 12th to £it Plan 2. of the complete.
