Board of Equalization
August 4, 1966
In accordance with action taken at the meeting of July 27, 1966, the
council of the City of Richfield met at an adjourned meeting of the Board
of Equalization in the City Hall, 6700 Portland Ave, at 7;00 P,M,, August 4. 1966.
Mayor Olson called the meeting to order,
.Presents Anderson, Jacobsen, Lue ttinger, Olson, Janski and Rognrud..
Absent: Randall (on vacation)
Bob Martin representing the Hennepin County Supervisor of Assessor•s
office was present.
Deferred Business
The Mayor read an opinion of the city attorney on the Kramer Property zon-
ing-- Parcels 1022, 1040, Plat 44832. C -7344 .
Mr. Clarence Johnson, attorney for the Kramers, stated that the condition
of the property makes it such that the council should take action to rezone..
Mr. Holt of the Towle Co.. stated that the project for which the rezoning was
requested has fallen through. He also explained other points of the previous
proposed developers stating that there were no misunderstandings regarding muni-
cipal liquor permits and Sunday..closings, but the traffic flow on Highway 494
going west gave them concern,
The assessor gave the following figures: 1,089,000 sq, ft, (25 acres) at
780 per sq. ft, average as the proposed market value,
On the previous zoning the following rates were proposed: 700 per sq. ft.
on commercial zoning and 350 on remaining portion of land:

Motion by Luettinger, seconded by Jacobsen, that the council consider the
Kramer Property on the basis of previous zoning at 700 for the commercially
zoning property and 35¢ for the remaining. area or a total value of $569,,025.
All ayes - carried.
Legal opinion from the attorney is,to be. obtained as next step for revert-
ing this property to its former zoning.
Review:of Certain Assessments
7300 Lyndaie Ave. - F.H.A. f igdre is $40,000; property sold C $36,000; assessed
at $33,150.
Joseph Sir, 6720 Grand Ave., appeared requesting comparisons on certain pro-
perties.
,Motion by Olson, seconded by Luettinger, that the assessor's office check
6625 Lynwood Blvd. for proper description and folder information and report
back to the Board. Mr. Sir is to be given a copy.
7008 and 7038 Elliot appeared to be properly ass -essed to actual market.
7039 Chicago Ave. value was discussed; 7026 Elliot Ave. value was discussed.
Clarence Christian objected to the value on property at 15th and 66th St.
(Assessed value of Plat 44826, Parcel 724 $1.00 per sq. ft.)
Motion by Luettinger, seconded by Jacobsen, that the council reduce value
of Plat 44826, Parcel 724 to 880 per sq. ft. for consistency at $5850.00
market value.
Motion by Anderson, seconded by Jacobsen, that the meeting be adjourned.
