It being 7:15 P.M. Mayor Olson called for the hearing an the application of

Ray Tharp, Roy Christianson and Robert Gram appeared. Na persons appeared
in opposition.
Use of industrial zoned land for commercial use was discussed as to high-
est and best use, along with details of the operation.

Mr. Olson stated that Mr. Bather's withdrawal cancelled the previous appii-

cation so that there ~.s now a new application which is to be considered.
Clark Isaacson explained the procedures they had followed in presenting new
plans to t':~e council.
Motion by Randall, seconded by Jacobsen, that the new application be re-
turned to the applicant as it does not meet code. All ayes - carried.

It being 7:15 P.M. Mayor Olson called for the hearing on the application of

Motion by Jacobsen, seconded by Luettinger, that the council reappoint
Eimer H9,llner as a member of the Police Civil Service Commission for a term

25. Delegate to Natl. League of Cities Conference
Motion by Luettinger, seconded by Jacobsen, that Mayor Olson be appointed
delegate to the National Legislative Conference at the Natl League of Citiea
Conference for 1966. Ail ayes -carried.
26. Richfield Youth Commission
Councilman Jacobsen gave an oral report on the first meeting of the
Richfield Youth Commission.
Motion by Jacobsen, seconded by Randall, that Sister Helen Francis be
substituted for Sister Paulette of the tioiy Angel°s Academy as a member of the
Richfield Youth Commission. All ayes -carried,

27. Sale 'of Property by City
Barl Du Presne, 1000 Mildred Drive, explained his proposal.
Motion by Jacobsen that the administration get some current appraisal
value on ..the property in c,,•estion. No second.
Motion by Olson, seconded by Luettinger, that the city sell lots S, 6,
7, 8, 9, 10 & 11, Block 2, Ray's Lynnhurst Addition, at $5000 total with an
additional $3000 if rezoned. Ali ayes - carried.
Motion by Randall, seconded by Jacobsen, that Lots 12 through 1S, Block
2, Ray's Lynnhurst Addition be deeded back to the state. Ail ayes - carried.
Motion bg- Anderson, seconded by Jacobsen,, that the city sell the Colfax
Ave. lots. (9 and 10, Block 3, Ray's Lynnhurst Additions for $3500.00, that Mr,
Du Fresne deed part of Lot 10 at no cost to the city, and also give an easement
for existing utilities on Mildred Drive. All ayes -carried.

Heights and St. Louis Park have compulsory retirement at age 65.

retirement at age 65 and who on the Richfield staff is close to this age.

33. Bus Schedule (Summer)
Councilman Anderson asked far feasibility of summer bus schedule for the
swimming pool.
34. Proposed Ordinance on Building Ordinance
Motion by Randall, seconded by Jacobsen, that the first reading on Biil
No. 1966-3 (ordinance on building) be-set for the meeting of Peb. 28, 1966.
